intends to award a purchase order to the REJIS Commission, 4255 West
Pine Boulevard, St. Louis, Missouri, 63108. The Regional Justice
Information Service (REJIS) Commission, with the assistance of the
Indiana State Police, shall conduct a special study to determine the
handgun rejection rate for the State of Indiana which will be utilized
by the Bureau of Justice Statistics (BJS) in future publications
related to this issue. REJIS has extensive experience working with
firearms data used for national estimates. The Indiana State Police is
a state criminal justice agency that regularly exchanges sensitive
information with REJIS that will be beneficial to this project. REJIS
provides data processing support and is the agency responsible for
processing and storing automated records for criminal justice agencies
in the St. Louis region, in both Missouri and Illinois. It is
recommended that the REJIS Commission prepare this special report
because of their experience and accessibility to sensitive information
that will be needed to complete this project. This purchase order will
be negotiated under the authority of 41 U.S.C. 252(c)(1) -- Only One
Responsible Source with Unique Capabilities. This is not a request for
