Undersea Warfare Center Division Newport, Newport, Rhode Island
intends to procure One (1) High Speed Windows NT Based Analog Recording
and Playback System on a Brand Name or Equal Basis to RC Electronics,
Inc., Santa Barbara, California. Performance Specifications are listed
below. A Supply type Purchase Order with Firm Fixed Price (FFP)
provisions will be issued to the successful offeror. Requests for
quotation under N66604-99-Q-0949 are being solicited by this synopsis.
This acquisition will be conducted in accordance with FAR Part 12
Acquisition of Commercial Items and FAR Part 13 and Simplified
Acquisition Procedures. The parts are RC Electronics, Inc. parts: (1)
CLIN 0001 -- R. Datamax-8 channel digital recorder (2) CLIN 0002 --
DTX-10T Ethernet (3) CLIN 0003 -- DTX-GT ITL gate (4) CLIN 0004 --
DTX-AITIN Tape Backup (5) CLIN 0005 -- PMA-1. The
characteristics/performance specifications are: (1) General: The
requirement is for a high speed analog recording and playback system
(data recorder) with 8 analog input channels recorded at 16 bits and up
to 90 kHz per channel. The system shall be installed into a Pentium
based PC or equal running the Windows NT (New Technology) operating
system or equal multi-tasking operating system (UNIX, Linux, etc.). (2)
The system shall come with programmable gain amplifiers, simultaneous
sampling and programmable anti-aliasing filters, 18 gigabytes of
storage disk. (3) The analog input channels shall be sampled at 16-bit
resolution with conversation rate sufficient to achieve 90 -KiloHertz
(kHz) analog bandwidth per channel. Sampling shall be simultaneous.
The sampling rates shall be software selectable from 100 kHz to 200
kHz. (4) The input voltage range shall be software selectable in ranges
between +/- 40 volts down to +/- 400 millivolts with an amplifier
frequency response that is flat to 90 kHz. (5) The Anti-Aliasing
filters shall be a linear phase delay type or equal with a stopband of
attenuation greater than 180 dB per octave with a selectable cutoff
between 100 Hz to 90 kHz. Passband ripple shall be less than .001dB.
(6) There will be eight channels of analog input with greater than 1M
Ohm input resistance and over voltage protection of +/- 250 volts on
differential inputs. The input connections shall be Baynot Nut
Connector (BNC) or equally available commercial type. (7) The data
recording system shall have a Graphical User Interface (GUI) that
permits all aspects of the recording and display system to be
controlled from the Windows NT host machine. All control and display
software shall come with the recording system. (8) The system shall
have set up files containing all of the recording parameters. These
files can be created, modified, saved and recalled under GUI control.
(9) The system shall be able to visually review recorded waveforms on
the computer screen with forward and fast forward functions. The
reviewed data shall be exportable, with the ability to mark and save
selected portions of the data in binary or ASCII format. (10) All data
recording parameters, including analog bandwidth, anti-aliasing filter
cutoff frequency, sample rate, input voltage, scaling, offset, on/off
channels, and channel text notation shall be accessible from front
panel GUI controls. (11) The system shall come with a real-time display
for viewing of recorded data. (12) The system shall come with an
Ethernet capability for network operation and come with an external or
software controlled TTL (Two Transistor Logic) gated data acquisition
trigger. (13) The system shall come integrated into a Windows NT rack
mounted workstation. The system shall come with an integrated display
versus a separate monitor. The system shall come with attached
keyboard and mouse, a minimum of 18 Gigabytes of hard drive for
storage, sufficient RAM to run all recording software and display
software in real time for all eight channels simultaneously, a floppy
disk and a CD ROM drive, and a built-in AIT (Advanced Intelligent Tape)
internal tape or equal tape backup unit. (14) The system shall come
with all nominal user guides, operating guides, reference manuals,
installation instructions, and all software on media compatible with
recording unit. (15) It shall be possible to load analysis software
such as Matlab onto the Windows NT based recording system. (16) The
system shall come with all necessary power and equipment cords to
configure and operate system. (17) The system shall come with a
one-year warranty, all necessary licenses, and one year of technical
and software support. Delivery will be F.O.B. Destination, Newport,RI
by 1 February 1999. All information technology equipment must be Year
2000 compliant. All responsible sources may submit a proposal which
shall be considered by the Government. The SIC Code for this
procurement is 3825, 500 employees. This is 100% set aside for small
