This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation. A written solicitation will not be
issued. The solicitation number is SP4700-99-Q-0008. The DLA
Administrative Support Center intends to issue an order to George Mason
University for all necessary labor, equipment and materials required to
provide specialized classrooms, breakout rooms and training support
rooms for the delivery of three Department of Defense Leadership and
Management Program (DLAMP) information systems graduate courses. George
Mason University, Center for Innovative Technology, is the sole
provider of the type of high technology teaching facility with the
technology capability, space availability and teaching expertise that
these courses require. The solicitation document and incorporated
provisions and clauses are those in effect through FAC 97-05. This
solicitation is not a set-aside. The standard industrial code is 8221
and the small business size standard is $5.0 million. The small
business competitiveness demonstration program does not apply.
Description: Leasing of classroom space for DLAMP courses. Each class
will hold up to 20 students and 2 instructors. Location: Washington,
D.C. metro-area. Course Name: Management Information Systems Date:
January 4-15, 1999. Course Name: Decision Theory Date: February 1-12,
1999. Course Name: Management Control Systems Date: March 15-26, 1999.
Each class requires a large classroom capable of holding 22 people,
three small breakout rooms, and one small training support room. The
rooms are required from Monday of the first week of class until Friday
afternoon of the second week of class. Access to the rooms are
required from 7:30 am until 5 pm during the two week period and access
must be available from within the facility. The teaching rooms,
furniture, equipment and facilities must accommodate the extensive use
of notebook computers during the duration of the class. All classrooms
and breakout rooms must have individual hear/air-conditioning control,
sound barrier walls, adequate lighting, window coverings, tables and
ergonomic chairs. Additionally, all rooms must have locks and be free
from support posts or columns to provide an unobstructed view. The
large classroom must be at least 450 square feet, have sufficient
electrical capacity for the use of up to 22 portable notebook computers
and 5 printers, and Internet access for both instructors. Breakout
rooms must accommodate 6 students at any given time and be close in
proximity to other breakout rooms. The training support room must be at
least 250 square feet and able to accommodate 2 personal computers with
supporting laser printers. A workstation for the computer equipment is
desired. DoD requires the availability of TV/VCR, copier and facsimile
machine services, emergency on site clerical assistance, after hours
facility capability for heating and air conditioning. In addition, the
training support room should be locked and secured overnight and on
weekends for storage of Government equipment and course materials.
Morning and afternoon break snacks are requested in addition to the
daily luncheon service. Parking, message services and local telephone
usage is desired. No award will be made on the basis of any response to
this advertisement. All interested parties may respond in writing with
information on their facilities with sufficient technical and cost
information to allow for a detailed evaluation to the Contract
