S -- CELLULAR TELEPHONE AIRTIME SOL N00406-99-Q-5900 DUE 012299 POC Victor Angkico PH: 360-476-0267 The Fleet & Industrial Supply Center Puget Sound (FISCPS) has a requirement for cellular telephone airtime for approximately 1289 each, U.S. Navy owned cellular phones located in the Puget Sound, WA area. Of these phones, 887 are analog and 402 are TDMA digital phones operating at the 800 MHZ range. The contract must provide BOTH analog and digital service throughout the United States and Canada. The contract will be solicited for a base year with two, 12 month options. It is anticipated that the contract will be awarded for a Not to Exceed (NTE) amount of $150,000 for the base year, a NTE of $180,000 for the first option year, and a NTE of $220,000 for the second option year. Evaluation will be based upon a pricing matrix that will be included with the RFQ. Offerors shall be aware that the Government, during evaluation, will add to the contractor's offer, the price to purchase 402 new digital phones in the event that provider does not utilize TDMA service. The contract will allow the U.S. Navy theability to subscribe to any Government or Commercial/Consumer rate plan, for both voice and data applications, provided by the contractor. Electronic billing will be required. The RFQ will utilize the procedures of FAR Part 12, Commercial Acquisitions. It is anticipated that the RFQ will be issued on or about 16 Dec 98 with a closing date of 12 Jan 99. All responsible sources may submit an offer.
