RFI includes all commercial and academic institutions. BACKGROUND: The
MSSS is a Space Surveillance network atop Haleakala, Maui, Hawaii,
that provides Space Object Identification (SOI) (to include visual
imagery, photometric and radiometric signatures), and metric positional
data to the Space Control Center and the Combined Intelligence Center.
The existing facilities at the MSSS include a 0.6 meter Laser Beam
Director, 0.8 meter Beam Director/Tracker, 1.2 meter twin telescopes,
1.6 meter telescope, and 3.7 meter Advanced Electro-Optical System
(AEOS). AEOS is a major upgrade to the site that includes a Radiometer,
Long-Wave Infrared Imager, Visible Imager, and Adaptive Optics System.
AEOS is scheduled to be complete in early FY00. AEOS will optimize
MSSS research and development capabilities, as well as improve the
quality of space images taken from the ground. All of the assets listed
above except the 0.6 meter Laser Beam Director and 3.67 meter AEOS,
(owned by Air Force Research Laboratory- AFRL) belong to Air Force
Space Command (AFSPC). In September 1998, it was determined that MSSS
could be best utilized if owned and operated by the AFRL because of the
sites unique capabilities for selected Department of Defense and other
national RDT&E activities. The transition of the MSSS assets will
occur by 01 October 2000 in conjunction with the recompetition of the
MSSS site Operations & Maintenance and Research & Development contract.
An Integrated Product Team (IPT) has been formed to research transition
activities, future business operations, and the long-term technical and
business strategy for the MSSS. REQUIREMENTS: 1) USER's DAY: AFRL will
host a user's day at Kirtland Air Force Base New Mexico on 09 Feb 99,
in builiding 201 from 0800 -- 1700 to review the MSSS site
capabilities and other programmatic discussions. 2) Presentations: The
AFRL is requesting oral presentations and/or written assessments on
how best to use the MSSS assets to move toward a self-sustaining site
by fiscal year 2005. Analysis should include the nature of the
business, direction of the marketplace, and intensity of the
competition to determine the best business strategy for MSSS. Offerors
should also look at the strategic business/technological opportunities
and threats. Potential customers include the Space and Technology
community, 14th Air Force, Services RDT&E needs, NASA, other federal
agencies, academia, and commercial users. Special attention should be
paid to identifying AF S&T programs that can be supported by the MSSS
(other AF: Air Force Office of Scientific Research and the National
Science Foundation), and relationships with academia, industry and the
Maui High Performance Computing Center (MHPCC). Offerors should also
look at potential growth factors and core competencies necessary for
MSSS operations. PREPARATION: Offerors should be aware that this is a
RFI for market research and that no funding will be provided from the
AFRL for this effort. Oral presentations are encouraged and should
range from one to three hours. Oral presentations will be held at
Kirtland Air Force Base, New Mexico on 10 -- 11 February 99 or upon
mutual agreement of the parties at another location. Pictel capability
is possible. Written responses should be submitted on standard 8 x 11
inch paper with a 12 pitch font, and should not exceed 20 written
