of Energy (DOE) Office of Space and Defense Power Systems, NE-50, has
a continuing requirement for highly specialized, state-of-the-art
technical, scientific, and engineering support services to assist NE-50
in the following eight nonseverable task areas: (1) advanced
radioisotope power systems (ARPS) technical support; (2)terrestrial and
marine nuclear systems; (3) project systems integration management
support;(4)space nuclear systems applications; (5)program development
and support; (6) space nuclear reactor power system application; (7)
testing facility for thermoelectric and other energy conversion
devices; and, (8) nuclear safety. Prior to contract commencement on
March 29, 1999, this effort requires: (1) "Q" clearances for all
personnel; (2) "Top Secret" clearance for the contractor's facility;
(3) location of the contractor's facility within one (1) hour of the
DOE's Germantown, Maryland, location. The planned contract is a
follow-on effort to Contract Number DE-AC01-94NE32172with Orbital
Sciences Corporation (formerly, Fairchild Space and Defense
Corporation), Germantown, Maryland. A single award via unrestricted,
full-and-open competition is planned for the follow-on effort. A
performance-based, cost-plus-fixed-fee, term, level-of-effort contract
is anticipated. The planned period of performance is a three-year base
period plus a single two-year option. The solicitation is expected to
be issued on or about December 22, 1998. The solicitation and any
amendments will be available for electronic downloading from the
Internet at http://www.pr.doe.gov/solicit.html. Technical assistance
for problems with downloading from the Internet may be obtained from
Ms. Mary West at (202) 426-0143. Paper copies of the solicitation will
not be available. Important -- contractors listed on the DOE's bidders
mailing list under any Standard Industrial Classification (SIC) Code
(i.e., not just SIC Code 8731) will not automatically receive a copy of
the solicitation and any amendments. All offerorsinterested in being
notified when the actual solicitation and any related amendment are
released should send an e-mail address or fax number to the Contract
Specialist listed in this notice. The message should include your name,
company name, company address, e-mail address, fax number, and
Solicitation Number DE-RP01-99NE22315. The Contract Specialist will
transmit messages only by e-mail or by fax to all interested parties
when the solicitation is actually released. Notification of any
amendments will only be transmitted to those prospective offerors who
actually forward an intent to submit an offer to the Document Control
Specialist. It is the exclusive responsibility of each prospective
offeror to forward to the Document Control Specialist an intent to
submit an offer. Without such notification, a prospective offeror may
not be informed when amendments and other solicitation related
information are posted. Prior to submission of an offer, the
prospective offeror is still required to check the aforementioned
Internet address to verify any change via amendment to the
