Draft Request for Proposal (DRFP) for an Indefinite Delivery Indefinite
Quantity (IDIQ) task order contract for Space Technology Research and
Development. This procurement will allow NASA to obtain products
ranging from analysis of basic principles, technical and mission
requirements through the development of technology demonstration
hardware. These technologies are required to support NASA s space
flight and science missions. Specific objectives include research and
development in (1) Technology and Mission Concept Development which
includes the systems analysis and life-cycle costing analysis necessary
to produce feasible technology and mission concepts and explore a wide
range of implementation options to meet program and project
objectives, (2) Advanced Prototype Development which includes rapid
prototyping/breadboarding and/or analysis of flight systems, technology
demonstrators, or instruments that will provide sufficient data for
making an intelligent decision to proceed to flight hardware. This
includes the design, development, integration, testing, operations and
validation of components, systems, and instrument technologies to
reduce the technical and programmatic risks for development of flight
and science missions and (3) Technology/System Development and
Demonstration which includes design, fabrication, integration, test and
delivery of advanced technology components/subsystems and systems to
support space flight technology/protoflight demonstrations. The
technology studies and developments will cover a wide range of product
lines or disciplines. The primary technology product lines are:
breakthrough materials; lightweight and multifunctional structures;
deployable and inflatable structures; structural dynamics and geometry
control; next generation design and analysis tools; advanced
instruments; avionics; and on-board processing. The purpose of the
draft RFP is to solicit industry comments and questions on the subject
requirement prior to issuance of the final RFP.The industry input to
the draft RFP will be considered in formulating the final RFP The Draft
RFP (DRFP) will be issued via the internet, on or about December 21,
1998. The DRFP will be issued pursuant to NASA FAR Supplement 1815.201.
Comments are invited from potential offerors on all aspects of the
DRFP, including the requirements, schedules, proposal instructions and
evaluation approaches. Potential offerors are requested to identify
unnecessary or inefficient requirements. The Government is not
requesting proposals in response to the DRFP, does not intend to award
a contract on the basis of this solicitation or to pay for any
information received regarding this solicitation. Any final RFP for the
requirement covered by this DRFP will include a summary of the
disposition of significant DFRP comments. Prospective offerors are
invited to submit comments or questions to the Contract Specialist,
Richard J. Siebels, no later than 30 calendar days after the release of

through FAC 97-8 The Government does not intend to acquire a commercial
item using FAR Part 12. See Note 26. The SIC Code and Size Standard are
8731 and 1,000 employees, respectively. The DPAS rating for this
procurement is DO-C9. An ombudsman has been appointed. See Internet
