multi-phase strategy for procuring the 100 kW and 200 kW Tactical Quiet
Generator (TQG) sets. The phases are: Phase I, Engineering and
Manufacturing Development (EMD) (14 months), Phase II Option Continued
EMD (21 months) and Phase III Option Full Scale Production (10 years).
In the solicitation, offerors will be required to submit technical,
logistical, past performance, small business and small disadvantaged
participation plan, and cost proposals for the accomplishment of Phase
I and Phase II and a price proposal for Phase III. Based on these
proposals, one or more contractor(s) will be selected on a "best value"
basis and awarded a contract to enter Phase I EMD. The contractor(s)
selected to participate in Phase I will develop and deliver two 100kW,
50/60 Hz (one skid and one trailer mounted) and two 200kW, 50/60 Hz
prototype generator sets (one skid and one trailer mounted). The
contractor(s) will configure both size generator sets onto government
furnished equipment (GFE) trailers in support of Phase I testing. These
models will be tested per the Purchase Description (PD). In the case of
a multiple contract award in Phase I, a government "down-select"
process will then be conducted to choose the "best value" contractor to
continue into Phase II. During Phase II, pre-production units will be
manufactured by the selected contractor, based on their Phase I
prototype. The Phase II contractor will build twelve of both size
generator sets. Ten (eight skid and two trailer mounted) of the twelve
generator sets will undergo Pre-Production Qualification Test (PPQT)
per the PD, conducted by both the government and the contractor and the
remaining two (one skid and one trailer mounted) will undergo
Operational Test (OT) conducted by the government. The contractor
testing will be witnessed by the government. The contractor will
configure both size generator sets onto government furnished trailers
in support of Phase II testing as required. Six five ton trailers will
be provided as GFE to the Phase II contractor. A Phase III option may
be awarded to the Phase II contractor upon successful completion of
Phase II testing. The Phase III option will be exercised as an
Indefinite Delivery Indefinite Quantity (ID/IQ) relationship. Phase III
will authorize production requirements within a ten year ordering
period. Delivery will be from FY03 through FY13. The total "fleet"
requirement for DoD based on the September 1998 estimate is
approximately 1459 100kW sets and 835 200kW sets. The U.S. Army
