The Project Manager, Milsatcom (PM Milsatcom), is conducting a Market Research for the production and installation of Demand Assigned Multiple Access (DAMA) capability into the Secure Mobile Anti-jam Reliable Tactical Terminal (SMART-T) production and SMART-T Low rate Initial Production (LRIP) terminals. The purpose of this announcement is to (1) identify sources capable of satisfying the Government's requirements; (2) determine the availability of commercial off-the-shelf and non developmental items (COTs/NDI); and (3) to assess various approaches offered by respondents to satisfy requirements including maintenance and warranty. The Government requests that interested sources provide literature and other documentation to adequately describe the products and service that will satisfy prescribed requirements. Scope: This contracting effort entails the production of DAMA, the incorporation of DAMA into the production of SMART-T, and the retrofit of fielded Low Rate Initial Production SMART-T terminals to the DAMA configuration. Requirements also include performance and environmental testing, the preparation and submittal of a full logistics support package, and the provision for a five-year failure free warranty. The capability to incorporate DAMA into SMART-T production with minimal disruption to the to the pre-established SMART-T delivery schedule is essential to this contracting effort. DAMA is a Pre-Planned Product Improvement (P3I) upgrade to the SMART-T and is physically and functionally integrated into the SMART-T. DAMA is part of the SMART-T architecture and is not separately procurable. To adequately satisfy DAMA requirements, prospective Offerors must have the capacity to both produce DAMA and acquire or build the SMART-T. This task is further complicated by the absence of technical data. Both DAMA and SMART-T are developed items that were built to performance specifications. There are no product drawings. SMART-T Description. SMART-T provides tactical users with secure, survivable, anti-jam, satellite communications. The SMART-T is a transportable, tactical satellite communications terminal that operates with Milstar-compatible communications payloads. Milstar is a frequency-hopped spread spectrum satellite communications system that provides robust, low probability of intercept (LPI), jam resistant communications. The SMART-T processes data and voice communications at both Medium Data Rate (MDR) and Low Data Rate (LDR) simultaneously. It provides range extension for the Mobile Subscriber equipment (MSE), a terrestrial tactical communications system, via a multi-channel full duplex MDR Digital Transmission Group (DTG) interface. The SMART-T transmits at Extremely High Frequency (EHF) and receives at Super High Frequency (SHF), and is integrated onto a Highly Mobile Multi-Purpose Wheeled Vehicle (HMMWV). The DAMA modification will enable SMART-T to utilize MDR satellite resources more efficiently by breaking down DTGs and providing range extension on a call by call basis, in a more dynamic fashion. DAMA Description. DAMA consists of the hardware and software necessary to enable SMART-T to perform Mobile Subscriber Equipment (MSE) range extension by breaking down Digital Transmission Groups (DTG) to provide satellite connectivity. DAMA autonomously and automatically manage the allocation of satellite resources among different modulation/coding types within each satellite beam in response to demand in the SMART-T network. DAMA assigns satellite and terminal capacity only to active traffic channels determined by MSE signaling messages in DTGs. System Requirements. The SMART-T DAMA shall meet the requirements of SMART-T system specification A3250772 and DAMA system specification A3263274. The requirements of these specifications are too extensive to delineate in this announcement.
