99-04 The Ballistic Missile Defense Organization (BMDO) is seeking
information on potential sources for services in support of technical
and administrative functions required for the overall
headquarters-level planning, programming, program development,
implementation, and oversight of test and evaluation (T&E) (test
planning, test resources, and test evaluation) activities. The T&E
support required includes: a) T&E policy, oversight, management,
planning, and assessment supporting BMD system verification; b)
coordination of all BMD test programs through participation and/or
facilitation of various T&E Integrated Product Teams (IPTs), the BMDO
T&E Working Group, the BMD Operational Test and Evaluation Council, the
BMD T&E Steering Group and other T&E focused groups; c) coordination,
oversight, and analyses of BMD test resources to include test
facilities, ranges, targets, mobile test assets, and special effects
testing; d) development, research, analyses and/or review of T&E
documentation; and e) review, analyses, oversight and track development
of T&E tools such as M&S, HWIL, testbeds, target and threat simulators,
etc. A cost reimbursable award fee level-of-effort contract is
contemplated covering a base period of 2 years, with 3 one year option
periods totaling a maximum of five years. Between 65,000 and 130,000
man-hours of effort are required for each year. Planned contract award
is May 1999. Small businesses, as defined in Standard Industrial
Classification (SIC) Code 8731 "Commercial Physical and Biological
Research -- Space Vehicles and Guided Missiles, their Propulsion Units,
their Propulsion Units Parts, and their Auxiliary Equipment and Parts,"
(SIC Size 1,000 employees) are invited to submit to the contracting
office, as early as possible, but not later than 20 days after this
notice, evidence of their capability to perform the contract in order
that a set-aside determination can be made in accordance with Federal
Acquisition Regulation (FAR) 19.5. Capability statements should
specifically address the contractor's demonstrated capabilities in the
areas identified above to include potential teaming partners.
Additionally, the statements shall specifically identify and answer the
following four (4) critical areas: 1) Provide capability statement and
corporate experience; 2) Describe the basic methods of testing used in
verifying system requirements; 3) Describe the relationships between
these basic test methods; and 4) Describe the test documentation
required for Major Defense Acquisition Program (MDAP) milestone
decisions. The successful Contractor will be required to have personnel
and facility clearances to the level of SECRET and personnel serving as
multinational support must be clearable to the level of SECRET NATO. An
Organizational Conflict of Interest Clause will be part of the
resultant contract. Send written capability statements (limit to 10

awarded as a result of these submissions. This is a request for
information and potential sources only. If adequate response is not
received, in accordance with FAR 19.502-2(a), from responsible small
business concerns offering the best capabilities, the solicitation will
be issued without further notice to all interested parties who respond
to this synopsis for full-and-open competition. Therefore, all large
and small businesses interested should indicate their status and send
solicitation requests, referencing HQ0006-99-R-0002, to Ms. Sherri

effort, and will post any future information concerning solicitation
