Coast Guard has a requirement to procure maintenance services for
maintaining 4 Main Diesel Engines to be installed aboard the USCGC
Healy (WAGB-20). The maintenance support includes all management,
supervision, personnel, labor, material and equipment, which includes
technical representative visits or telephone consultations for
troubleshooting and repairing equipment via phone, facsimile, or
on-site visits (homeport and world wide, as required); configuration
management services; new/overhaul parts and replacement supply
(original equipment manufacturer or equal); and maintenance training.
The following list is not all inclusive, but covers the major MDE
components to be supported under this contract: Crankshaft and Main
Bearings, Camshaft, Camshaft Drive and Camshaft Bearings, Connecting
Rods and connecting Rod Bearings, Pistons and Rings, Cylinder Liners,
Cylinder Heads (Including Valves and Valves Actuating Gear), Starting
Air Distributor, Fuel Injection pumps, Regulating Linkage and Nozzles,
L/O Pump and Drive Assembly, Jacket Water Pump and Drive Assy,
Mechanical Over-speed Trip, Engine Barring Device, L/O Cooler, J/W
Cooler, Charge Air Cooler, Charge Air Waste Gate, Governor Drive
(Governor actuator is excluded), and Cylinder Lubricating Oil Pump. The
engines are 12 cylinder, medium speed, and rated at 10,000 HP each. The
engines are manufactured by Wartsila-NSD of Winterthur, Switzerland,
Model Number 12ZAV40S. The USCGC HEALY is currently under construction
at Avondale Industries, Inc., New Orleans, LA. USCGC Healy_s homeport
will be Seattle, Washington. The Coast Guard needs maintenance support
services on or about 15 August 1999. The technical consultant must have
at least 10 years experience in marine diesel engine maintenance for
diesel engines above 5,000 HP, and shall have at least 3 years hands on
experience in the performance of preventive and corrective maintenance
on the referenced engines. The Coast Guard anticipates a one-year
contract with options to extend the contract not to exceed nine
additional years. The maintenance support contractor shall maintain a
quality program that complies with ISO-9001. All interested parties
must submit a capability statement that sufficiently describes their
qualifications, capabilities, and previous experience relevant to
fulfilling the above requirement. Capability statements shall include
evidence that the company maintains a company-owned warehouse/storeroom
of Wartsila-NSD parts. Storeroom quantities shall be sufficient to
ensure delivery requirements of the contract are met, since the U.S.
Coast Guard will not maintain a shoreside stock of parts. This notice
is not a solicitation nor is a formal Request for Proposal available.
Responses are due no later than 15 days from the publication of this
synopsis. In the absence of responses for firms, which believe they
have the capability to perform this requirement, Coast Guard intends to
negotiate with New Sultzer Diesel of Winterthur, Switzerland, for the
work described pursuant to FAR 6.302-1(b)(1)._Should the results of
this synopsis justify a sole source procurement as described in FAR
6.302-1, no other notice will be published until award is made. All
