National Oceanic and Atmospheric Administration (NOAA) proposes to
negotiate on a sole source basis contract under the authority of 41
U.S.C. 253(c)(1) with Robert L. Anderson of Basic Automation, Boulder,
Colorado for these specialized engineering services. The National
Oceanic and Atmospheric Administration, Global Air-ocean IN-situ System
(GAINS) project at the Forecast Systems Laboratory (FSL) of Boulder,
Colorado, seeks to purchase preflight integration and field tests of
PIII. The GAINS PIII prototype balloon, a 60-ft diameter superpressure
vehicle and its prototype instrument package, is designed for flights
of one- year duration in the stratosphere. Float altitude is 65,000 ft
with controlled excursions between 55,000 and 65,000 ft. for a 220-lb
(100-kg) payload. System integration functions sought are (1) supervise
the rebuilding and laboratory testing of the PIII instruments, (2)
incorporate over-the-horizons (OTH) communications with off-the-shelf
components, (3) integrate payload radios, (4) interface helium control
to FSL payload, (5) set up and validate radio test range, (6) upgrade
FSL groundstation equipments (7) integrate FSL and other systems with
the payload capsule, and (8) perform EMC test for the PIII payload in
the field. Support of the field test of the PIII system for launch of
a 48-hour test is also sought. This procurement is being conducted per
FAR Part 13, Simplified Acquisition Procedures. This synopsis is issued
for information only. No competitive solicitation is planned. No award
will be made on the basis of requests in response to this notice.
Information submitted in response to this notice will be used solely to
determine whether or not use of competitive procedures to fulfill this
requirement would be in the Government's best interest and must
address qualifications pertinent to this requirement. Terms and
