Laboratory Munitions Directorate (AFRL/MN) is seeking sources to
implement a research and development program for Fast Reaction Weapons
Demonstration (FRWD). We are requesting information packages from
potential sources on hypersonic dispensing technology suitable for
small munition systems. The objective of the FRWD program is to
demonstrate advanced hypersonic dispensing technology associated with
the low cost and efficient carriage and ejection of future smart
miniature munitions from hypersonic airframes. Future smart miniature
munitions include, but are not limited to Miniature Munition Technology
Demonstration (MMTD), Brilliant Antiarmor Submunition (BAT) or Low Cost
Autonomous Attack System (LOCAAS) Laboratory Munition concepts. The
period of performance for this effort is anticipated to be
approximately thirty-two (32) months. Firms having applicable
background, interest and capability may submit particulars, in
accordance with Numbered Note 25, within fifteen (15) days from date of
release of this synopisi to AFRL/MNK, Attn.: Linda Weisz, 101 West
Eglin Blvd. Suite 337, Eglin AFB FL 32542-6810. Firms will be evaluated
on their experience, personnel, and facilities. Respondents to this
notice will not be notified of the results of the evaluation of
information submitted. This synopsis is for information and planning
purposes only. It does not constitute an IFB or RFP, and is not to be
construed as a commitment by the Government. Firms responding to this
synopsis should state whether they are or are not a small business
concern or a small disadvantaged business concern as defined in FAR
52.219-1 for SIC Code 8731, 500 people. The Air Force reserves the
right to consider a small business set-aside based on responses hereto.
It is anticipated that a Program Research and Development Announcement
(PRDA) in accordance with AFMC FARS5335.90 will be issued for this
requirement. An Ombudsman has been established for this acquisition.
The only purpose of the Ombudsman is to receive andcommunicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his concern during the proposal
development phase of this acquisition. All potential offerors should
establish channels to voice concerns before resorting to the use of the
Ombudsman. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the selection
decision. The Ombudsman should only be contacted with issues or
problems that have been previously brought to the attention of the
contracting officer and could not be satisfactorily resolved at that
