(FAR) 5.203(a), THIS ANNOUNCEMENT IS INTENDED TO SYNOPSIZE'
SOLICITATION NO. DE-RP26-99FT40363; this announcement does not
constitute a presolicitation notice', as such, exchanges of information
prior to release of the solicitation are precluded. The Department of
Energy (DOE) Federal Energy Technology Center (FETC) intends to issue
Request For Proposals (RFP) No. DE-RP26-99FT40363, entitled
"Demonstration of Subsurface Containment System for Installation of
Barriers at DOE Waste Sites." The purpose is to solicit proposals in
support of the U.S. DOE's Environmental Management (EM) Office of
Science and Technology's (OST) applied research efforts for the
development and demonstration of an innovative technology that has
applications in the Environmental Restoration (ER) Program. The
demonstration is focused on an innovative technology that will provide
the commercial ability to construct a continuous containment barrier
to surround an existing waste site, for the purpose of providing
hydraulic isolation. The technology providing the barrier installation
process must meet identified requirements for: operating in specified
field conditions; avoiding waste intrusion; minimizing waste
generation; validating the installation process; and constructing a
containment barrier that provides hydraulic isolation of the waste. The
installed barrier must meet identified requirements for construction
and performance that includes material/structural continuity and
durability, compatibility with site conditions, and hydraulic
performance. Technologies which do not duplicate existing work, and
that complement or enhance existing or planned work, thereby best
serving the needs of the EM program, are desired. A proposed technology
that may be a device, process, material or method and that is an
innovative and novel system to install a barrier to contain buried
waste or contaminated site, thereby isolating the waste from
surrounding soil, bedrock, and groundwater, is sought. The selected
technology must be at an advanced maturity level (advanced engineering
development stage) to permit final design and development of the
installation process to be completed, then demonstrated at one or more
DOE sites, including Oak Ridge Reservation. Both the installation
system or process, and the barrier will be evaluated as parts of the
demonstration. Proposals submitted in response to Request for Proposal
(RFP) DE-RP26-99FT40363 must address only this identified need area.
All responsible individuals, corporations, non-profit organizations,
educational institutions, and state or local governments may submit
proposals for consideration. Proposals which include performance at any
level by DOE Management and Operating (M&O) or DOE Management and
Integration (M&I) contractors and/or National Laboratories are
prohibited. Explicit instructions for preparation of proposals will be
set forth in the RFP, as well as the criterion against which all
proposals will be evaluated. Per FAR 52.215-1,offerors are advised that
the Government intends to evaluate proposals and award a contract
without discussions with offerors (except clarifications as described
in FAR 15.306(a)). Therefore, offeror's are advised that their initial
proposal must contain the offeror's best terms from a cost or price
and technical standpoint, and must satisfy all documentation
requirements set forth in the RFP. It is expected that only one award
will result from this action, and that the award instrument will be a
cost-reimbursement/no fee contract. A general Site Visit to the Oak
Ridge Reservation, Oak Ridge, TN, is being planned for Wednesday,
January 13, 1999, to provide potential offerors an opportunity to visit
the demonstration site. Preregistration is required, and attendance is
limited to two (2) attendees per offeror. Travel associated with the
site visit is at the sole expense of the offeror. Any offeror planning
to attend this site visit should provide Ms. Donna Lebetz (via e-mail
at "lebetz@fetc.doe.gov", via faxat (412) 892-6216, or via regular
mail at the above address) with the following information by no later
than December 30, 1998: name(s) of person(s) attending, clearance
level, affiliation/company, U.S. Citizenship, Social Security Number,
and a point-of-contact e-mail address/telephone number. Note that a
foreign national or permanent resident alien must submit DOE F IA-473,
"Request For Foreign National Unclassified Visit or Assignment," for
approval at least 4 weeks prior to the site visit place, thus the form
would need to be received by the Contract Specialist by close of
business December 11, 1998. More specific information regarding date,
time, location, and preregistration will be provided on the FETC
Homepage in advance, or with the release, of the RFP. RFP No.
DE-RP26-99FT40363 WILL BE MADE AVAILABLE ONLY VIA THE INTERNET for
downloading as a WordPerfect 6.2 (Windows) file and/or as an ADOBE
Portable Document Format (.pdf) file, and will be posted on the FETC
Homepage at "http://www.fetc.doe.gov/business/solicit/" on or about
December 18, 1998; the closing date for receipt of proposals will be
approximately sixty (60) calendar days after posting of the RFP. Any
amendments to the RFP will also be posted on the FETC Homepage. In
accordance with Federal Acquisition Regulations (FAR) 5.102(a)(7),
interested parties are advised that availability of this RFP is limited
to this electronic medium and DISTRIBUTION WILL NOT BE MADE VIA
DISKETTE NOR IN PAPER COPY. All communications concerning the RFP shall
cite the RFP number (DE-RP26-99FT40363) and be directed in writing to
Ms. Donna Lebetz, Contract Specialist, at the address, telefacsimile
(fax) number, or e-mail address set forth therein. All requests for
explanation or interpretation of any part of the RFP shall be submitted
to the Contract Specialist in writing in sufficient time to allow a
reply to reach all prospective offerors before the submission of their
offers. The information will be furnished as an amendment to the
solicitation, if the information is necessary in submitting offerors or
if lack of it would be prejudicial to other prospective offerors.
Questions submitted by telephone or in person will not be accepted. An
"Information Package" setting forth the government's DRAFT technical
requirements will be posted on the FETC Homepage at
"http://www.fetc.doe.gov/business/solicit/" prior to the official
release of the comprehensive solicitation -- this draft' is for
informational purposes only; it is not intended to solicit
comments/suggestions and/or questions prior to release of the RFP.
