This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Specifications for 1 Digital High-Speed Camera System COMPONENTS Camera Head: Sensor Resolution for full frames : at least 480 x 420 with 8 bit pixels Maximum Speed for full frames: 2000 frames per second (or better) Selectable Speed Range: 100 (or lower) to 8000 (or higher) frames per second Recording: must be capable of storing 4000 full frames (or better) Shutter Speed: electronic shutter speeds from 1/60th to 1/10,000th second Camera cable: at least 15 feet Computer: Processor: 266 MHz MMX Pentium II (equivalent or better) Ram: At least 128 MB Hard Drive: At least 8 GB Monitor: 17 inch or better Floppy and Zip drives Keyboard Mouse Option for additional camera heads Trigger: Started or stopped via a handheld switch or an external electronic signal. Light Kit: Must include at least two lights with adjustable stands suitable for providing sufficient light for camera operation at all speeds. Lenses: 12.5-75mm Zoom Lens w/Macro, f/1.8, C-Mount 6mm Lens, f/1.2, C-Mount Tripod with Grip Action Ball Head for camera OPERATING CHARACTERISTICS High-speed camera system shall capture high-speed digital images directly into the PC or camera interface board. User interface software shall provide a "point & click" environment. Computer and application software must be capable of supporting additional cameras. Forward and reverse playback rates shall include 1, 2, 3, 4, 5, 10, 15, 30, 60, 125, 250, 500, 1000, and 2000 frames per second (or similar). Single step mode (forward and reverse) must also be included. Images must be able to be archived in a standard format such as AVI. Single images must be able to beconverted to other image file formats. A video output must be provided to archive to video tape The system must have an adjustable trigger position system (0-100%) that adjusts the number of frames stored before and after the trigger signal is received. The provisions and clauses in the RFQ are those in effect through FAC 97-08. This procurement is a total small business set-aside. See Note 1. The SIC code and the small business size standard for this procurement are _5043 and 100, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA Langley Research Centeris required within 45 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-_A7. Quotations for the items(s) described above may be mailed or faxed to the identified point of contact [or bid distribution office, by the date/time specified and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Standard_Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. Please note that payments are to be made by electronic funds transfer, accordingly, you must provide the mandatory information for electronic funds transfer with your representations and certifications. Failure to provide this information may delay or prevent the receipt of payments through the Automated Clearinghouse Payment System. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Questions regarding this acquisition must be submitted in writing no later than December 11, 1998. Quotations are due by 4:30 p.m. December 16, 1998 to the address specified above. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price and past performance; other critical requirements (i.e., delivery) if so stated in the RFQ will also be considered. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
