GUN SYSTEM TECHNOLOGIES REQUEST FOR INFORMATION (RFI) The Navy is seeking ideas from industry on candidate gun and rocket technologies capable of supporting Navy's Land Attack and Surface Dominance Warfare missions for DD 21. The purpose of this RFI is to identify innovative advanced gun system technologies, which may not have been considered or adequately assessed during previous analyses of alternatives. The results of this RFI will not be published. The data received as a result of this RFI will be analyzed by the Government and the Center for Naval Analyses. Limit proprietary data to the minimum required to describe the technologies and include as a separate section of this submission. If specifically indicated by the respondent, information will be forwarded for design consideration to the contractors responsible for DD 21 design and development. The Advanced Gun System(s) will engage enemy targets ashore and provide rapid response, high volume of fire, precision strike, interdiction and fire support missions to support ground and expeditionary forces in the littoral. DD 21 will also have a rapid response capability to engage hostile surface targets to minimize threats to own-ship and protected forces. DD 21 will be able to engage hostile surface targets independently and in coordination with other forces. This includes threats at close range and Over-The-Horizon. The Land Attack mission for guns and rockets is focused on strategic and tactical targets for example, tanks, trucks, armored personnel carriers (APC), artillery, anti-personnel and fixed installations. The Surface Dominance mission includes but is not limited to coastal patrol sized surface targets. Technologies will be expected to achieve a balance between performance, risk, life cycle cost and schedule. Additionally, emphasis will be placed on (1) reduction in manning (minimum or none) for operations and maintenance (2) meeting DD 21 survivability and signature goals and (3) improving ship producibility. Technologies should focus on developments that could be delivered in 2006 and fielded by 2008. The government has specific interest in the following areas: 1) Minor, medium and major caliber gun technologies to meet Land and Surface threats. Rocket system technologies may include the Army MLRS or similar derivatives. 2) Autoloader technologies that eliminate the need for personnel in the loading sequence. 3) Automated magazine handling technologies, which enables the rapid selection of a multiple choice of rounds during the loading process from the family of ammunition available within the magazine. 4) Rearming technologies which will automate the underway replenishment of munitions to include packaging, handling, and shipping, replenishment ship configurations, movement from shipboard replenishment stations, and strikedown. 5) Munition technologies that provide hard kills as well as neutralization/suppression, are of interest. Submittals are due no later than 30 December 1998. Each submittal should be limited to 10 pages and should include as a minimum the following: a description of the technology, picture/diagram as appropriate, development, procurement, and life-cycle cost buildups and rationales/assumptions for both systems and ammunition, performance estimates, a milestone schedule which depicts development and validation/verification phases, and risk assessment. Font size for all submissions (either letter or electronic mail) must be 10 cpi or greater.
