This synopsis is neither a solicitation nor award. It is a request for information (RFI). The Defense Finance and Accounting Service (DFAS) located in Columbus Ohio is conducting a request for information to receive input from the financial institutions on the feasibility of modifying the current methodology used in administering the Overseas Military Banking Program. DFAS will conduct an on-site conference on December 8, 1998 in Columbus Ohio to discuss the RFI, provide additional information and to answer questions. The conference will be held at the Hyatt Regency Columbus, between 8:00 a.m. and 4:00 p.m. on December 8, 1998. There is the potential of a solicitation/award for the Overseas Military Banking Services in the year 2000. Currently, one bank is awarded a multi-year contract by the government to provide banking services overseas at authorized locations. The contract bank establishes its own Home Office operations center and those required overseas to support the administration of the program. The contracted bank provides specified banking services under a cost-plus-fixed-fee contract. The focus of the RFI is to present for comment, from the financial industry, several new concepts (recall, RFI is obtained by contacting the P.O.C.) The RFI discusses the establishment of a Permanent Home Office for the Overseas Military Banking Program at Columbus Ohio designed to support DoD contract banking operations overseas. And, as an alternative to the current contract process, the RFI provides discussion to change the one bank providing financial service under contract overseas, in favor of a consortium of a bank or banks and credit unions, and/or other financial organizations. These actions could allow DFAS to increase the potential to commercialize the Program "for profit" without taxpayer subsidy, or allow for restructuring of the current Program in such a way as to manage it more efficiently, and, at lower operation costs to the government. There are three specific areas within the RFI: (a) a contractor establishing, within the Continental United States (CONUS), a consolidated Home Office for the Overseas Military Banking Program; (b) a contractor establishing, in the CONUS, a consolidated Home Office for the Overseas Military Banking Program, and managing services and products, on a world-wide basis, from the CONUS operations center; and (c) a consortium (of banks, credit unions and/or financial institutions) providing financial services and products overseas in lieu of the Overseas Military Banking Program. Commercial sources providing comment can address all or part of the issues presented in the RFI on Overseas Military Banking Program as it pertains to their operation.
