Group is seeking sources for the design, development, manufacture,
delivery, and installation of a C-130J Maintenance and Aircrew Training
System (MATS). The C-130J MATS consists of an aircrew training system,
a maintenance training system, Computer Based Training (CBT) stations,
a Training Systems Support Center (TSSC), courseware, instructors, and
maintainers. The acquisition program is to meet an October 2001 (24
months after contract award, for the first Weapon System Trainer (WST))
Air Force training requirement. The Aircrew Training System (ATS) will
include one full motion (6 DOF) WST, with potential options for five
additional trainers. The WSTs will be designed to meet Level D
certification requirements defined by FAA Advisory Circular 120-40B.
The C-130J configuration is significantly different from previous C-130
configurations. The C-130J aircrew includes a pilot and copilot only.
The cockpit is a glass cockpit arrangement. The WST shall be designed
to completely replicate the actual C-130J cockpit achieving a high
degree of fidelity for aircrew certification training, including Night
Vision Goggle (NVG) training. All instruments, indicators, displays,
controls, lights, switches, placards, and other aircraft furnishings
shall be provided by the contractor, no government furnished equipment
will be provided. The C-130J WST visual systems shall comply with FAA
AC 120-40B level D capability. Visual systems shall display
calligraphic lights. There shall be cross-cockpit continuous field of
view equal to or greater than 225 degrees horizontal and at least 50
degrees vertical view. The vertical field of view shall allow for
airdrop and formation operations training as well as cross-cockpit
viewing. Field of view is minimum viewing envelope in large aircraft
cockpits for sighting air and ground cues and conducting air refueling.
The WST should incorporate the use of the aircraft OFP, and have a plan
for updating the information as required. The WST should be built to
accurately train on both the C-130J or C-130J-30 aircraft, including
the WC, KC and EC versions of the aircraft. The first WST will be
installed at Keesler AFB, MS. There will be follow on options for the
MATS which will also include Cockpit Trainers for the pilot and Part
Task Trainers for the flight crew. Maintenance training devices for the
C-130J aircraft will include the following: 2 integrated cockpit
systems trainers, 2 engine and propeller trainers, 2 flight control
trainers, 1 rear cabin trainer and 1 landing gear trainer. Instructors
for all courses will be supplied by the contractor. All courseware
will be developed by the contractor. In order to be considered a
potential source, interested parties must submit in writing (via e-mail
(brad.sabo@asc-yw.wpafb.af.mil) or U.S. mail) a clear, concise, and
complete statement of capability (no more than 15 pages) to the
contracting officer at the buying office noted above not later than 31
Dec 98. A general capability statement will not be considered
sufficient. As a minimum, interested parties must detail the following
areas: 1. Current resources, including manpower (technical skills,
numbers and types), facilities (space to accommodate MATS, computer
resources to maintain and update complex trainer software) and
financial resources, available to accomplish the requirements of this
program. 2. Past performance in maintaining and updating multiple
baselines of complex training simulators. 3. Describe how you will
maintain and update the simulator software/hardware concurrent with the
C-130J aircraft. 4. Proven ability to manage and operate the logistics
support of complex suites of maintenance and aircrew training devices
at multiple sites. 5. Your company's experience and operating
philosophy concerning the use of a guaranteed student concept. 6.
Description of the differences between your existing resources and all
additional resources needed to accomplish the above requirements. 7.
An agreement with Lockheed Martin Aeronautical Systems (LMAS), Marietta
GA, for all data needed (including the aero package) to build these
training devices. All respondents shall indicate whether they are a
large or small business in relation to Standard Industrial
Classification (SIC) Code 3728, Aircraft Equipment Not Elsewhere
Classified, size standard 1000 employees. Information contained in this

and it is not to be construed as a commitment by the Government.
Further, the Government reserves the right to set this acquisition, or
any part thereof, aside for small business. An Ombudsman has been
appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
contracting officer, but communicates contractor concerns, issues,
disagreements, and recommendations to the appropriate
Governmentpersonnel. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
