SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. SOLICITATION NO. IA0204-S9234921 IS
ISSUED AS A REQUEST FOR PROPOSAL (RFP) AND A CONTRACT WILL BE AWARDED
USING THE CONTRACTING BY NEGOTIATION PROCEDURES. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular (FAC) 97-06. The Standard
Industrial Classification is 8999. The United States Information Agency
(USIA), International Broadcasting Bureau (IBB), has an immediate
requirement for a contractor to provide grant administration support
services for the Polio Eradication project. All work shall be done in
accordance with United States Agency for International Development
(USAID)/USIA Inter-Agency Agreement Project Number 598. Contractor
shall be responsible for providing administrative support services
which may include, at a minimum, a variety of services such as: 1.
Develop and document grant protocol to describe administration
procedures, personnel staffing and responsibilities and accountability
for the grant; 2. Draft standardized objectives and measurements
(benchmarks); 3. Design data collection procedures to create database
and anecdotal collection methods for analyzing results of efforts in
the field; 4. Draft reports on debriefings to analyze data for several
purposes: evaluation, benchmarks, sharing information with other
reporters, monthly reports, as needed; 5. Produce quarterly data
collection reports to analyze and synthesize data for grant reporting
purposes; 6. Expand anecdotal field reports through appropriate
collateral research into report analyses, as needed; 7. Prepare
"talking points" for media briefings. Research and prepare lists for
reporters, and Voice of America (VOA) officials, as needed; 8. Brief
media on project progress, schedule briefings, contact and invite
media, gather and update project status, conduct briefings, as needed;
9. Debrief collateral project personnel, as needed; 10. Write reports
on media and project personnel debriefings; 11. Plan and coordinate
public relations events to focus attention on key project
organizations. Handle logistics, speakers, invitations, program,
communications, research and public relations, as needed; 12. Provide
periodic reports on effectiveness of administrative procedures: time
lines, administrative reporting, finance procedures, including log of
expenditures; 13. Design training procedures and materials for
participants in the project, including informational packets and
training materials; 14. Orient participants on use of training
procedures and materials, as needed; 15. Consult on feasible public
relations projects, as needed; 16. Design a database to track
broadcasting events; 17. Write periodic reports on success of tracking
database, as needed; 18. Design and develop polio eradication website;
19. Provide website updates as needed; 20. Compile reports for periodic
Congressional reports and annual; 21. Plan and implement seminars on
effective polio reporting, as required; 22. Conduct instructional and
planning sessions on effective polio reporting, as required and 23.
Produce budgets and budget enhancement requests, as required.
Interested contractors who are capable of performing these services
should submit a capability statement. Contractor shall have
demonstrated ability and experience in performing grant administration
services. Delivery terms and point: Washington, DC. Proposals shall
include narrative detailing experience, understanding of requirement,
references and price. Contract performance period: date of award
through September 30, 1999 with option to extend two 1-year periods.
The provision at FAR 52.212-1, Instruction to Offerors -- Commercial
Items and FAR Provision 52.212-2, Evaluation of Commercial Items
applicable to this acquisition. The following clauses apply to this
acquisition: FAR 52.212-4, Contract Terms and Conditions -- Commercial
Items; FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items, including
subparagraphs (b)(3,6,7,8 and 9); and FAR 52.232-18, Availability of
Funds. The Government will award a firm-fixed price (FFP) contract
resulting from this RFP to the responsible offeror whose offer
conforming to the RFP will be most advantageous to the Government,
based on price and past performance. NOTE: Offerors responding to this
solicitation shall submit the following items to the contracting
office: 1. Technical proposal with narrative of understanding of
requirement as noted above. 2. Narrative with detailed information on
past performance explaining ability to meet this requirement. 3. Price
for the above. 4. A completed copy of the provisions at FAR 52.212-3,
Offer Representatives and Certifications -- Commercial Items.
Proposals must also include prompt payment terms and correct remittance
address if different from mailing address. Failure to provide any of
the above items may result in the rejection of your proposal. A company
not in possession of the above referenced clauses in full text, may
contact the contracting office for a copy of the clauses which will be
faxed to you. Proposals shall be in writing and must be signed by an
official authorized to bind your organization. Oral proposals will not

Street, SW., Room M-22, Washington, DC 20547 on December 14, 1998 at
