The Naval Undersea Warfare Center Division, Newport, Rhode Island intends to award a Sole Source contract to Hydroacoustics, Inc. of 999 Lehigh Station Road, Henrietta, NY. Award will be made pursuant to the authority of 10 U.S.C. 2304(c)(1) Only One Responsible Source under FAR Parts 12 and 13 Simplified Acquisition Procedures (SAP), to obtain the following: algorithm evaluation for the purpose of matching of sonar systems to their tactical environment. The overall purpose is to improve detection performance of sonar systems by adapting the most optimal sonar system for a particular environment. This requirement is to furnish a quantitative evaluation of the strengths and weaknesses of different multiple-pulse detection (and estimation) algorithms and to "match" the strengths and weaknesses of these algorithms to different tactical conditions so that an active sonar system's near-optimum detection (and estimation) performance can be maintained under these different conditions. Award is Sole Source because Hydroacoustics, Inc. has already carried our preliminary evaluations of three of the six multiple-pulse algorithms which compose part of the present requirement.
