Mountain Research Station has a need for interior planning and design
work for the Natural Resource Research Center (NRRC), Building No. One,
Fort Collins, Colorado. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotes are
being requested and a written solicitation will not be issued. The
solicitation number to refer to in response to this notice is RFQ
CAZ-99-21. This requirement is being issued as a Request for Quotation
using Simplified Acquisition Procedures at Subpart 13.1. The estimated
price range for this project is between $45,000 and $70,000. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-08. Pursuant to FAR
13.003, this requirement is set-aside for small business concerns only.
The Standard Industrial Code for this solicitation is 7389 ($5.0M). The
intent of this solicitation is to obtain interior planning and design
work by means of a firm fixed-price contract. There is one line item to
be awarded, lump-sum. The contract will begin approximately January 15,
1999, and terminate approximately December 31, 1999. The performance
work statement is as follows: The Contractor shall provide all labor,
supplies, supervision, tools, materials, equipment, and transportation
necessary to perform interior planning and design work for a portion
of the NRRC Building No. One. Building No. One is currently under
construction with a projected completion date of December 31, 1999. The
building will be approximately 102,000 square feet with three floors.
Work under this contract shall be for an area of approximately 35,000
square feet on one floor, for approximately 115 employees. Planning and
design work shall be consistent with designs prepared by other firms
and already accepted by the Forest Service. Work shall be performed in
three phases, resulting with a professional product as determined
acceptable by the Government. Phase One (to be completed within two
months of contract award) -- Furniture Planning and Design -- This work
includes the following: (1) Conduct space planning of new (if
considered necessary by the contractor) and existing furniture based on
furniture inventory documentation prepared by the Forest Service; (2)
Provide recommendations for the refurbishment of existing furniture as
needed; (3) Select and provide recommendations for new furniture based
on budgets established by the Forest Service; (4) Prepare final
development of systems furniture standards based on existing product
and new requirements; (5) Compile new furniture specification package
for procurement by the Forest Service; (6) Prepare systems furniture
plans indicating locations for all furniture, and; (7) Furnish
installation drawings for the free standing furniture. Phase Two (to be
completed within two months of contract award) -- Furniture Planning
and Design for Common/Shared Areas -- This work includes the following:
(1) Common/Shared areas include: lobby, convenience store, breakroom,
conference rooms, training rooms and shared support areas; (2) Conduct
space planning of new (if necessary) and existing furniture based on
furniture inventory documentation completed by the Forest Service; (3)
Provide recommendations for the refurbishment of existing furniture as
needed; (4) Select and provide recommendations for new furniture based
on budgets established by the Forest Service, and; (5) Compile the new
furniture specification package for use in procurement by the Forest
Service. Phase Three (will terminate when all work is completed) --
Contract Administration -- This work includes the following: (1)
Provide assistance with reviewing submittals furnished by furniture
contractors and tenants; (2) Monitor all furniture installation and
provide on-site assistance to the Forest Service during installation of
furnishings including existingand new systems furniture and
freestanding products, and (3) Participate with the final walk through
and compile a punch list of any items that may need to be corrected or
completed prior to final acceptatnce and payment by the Forest Service.
As a requirement of this solicitation, the Contractor shall submit a
proposal which addresses how he/she plans to meet the requirements
under the three phases listed above. This proposal will be used to
evaluate quotes for award and will become a part of the contract. FAR
provision 52-212-1, Instruction to Offerors -- Commercial Items applies
to this solicitation with the following addenda: (1) Delete Section
(b)4. Delete the text as written and insert "A technical description of
the services being offered in sufficient detail to evaluate compliance
with the requirements in the solicitation; include a proposed quality
control plan." (2) Delete Section (i). FAR 52.212-2, Evaluation --
Commercial Items applies to this solicitation with the following
addenda: (1) Section(a) -- Insert: "Evaluation factors are (1)
Technical, defined as the capability of the services offered to meet
the stated need; (2) Price, and; (3) Past performance." Delete text as
written: "Technical and past performance, when combined, are..." and
insert "Because simplified acquisition procedures are utilized for this
solicitation, the relative importance of evaluation factors is not
described. Award will be made to the Contract whose quote represents
the best value to the Government." All quotes shall include a completed
copy of the provisions at 52.212-3, Offeror Representations and
Certifications -- Commercial Items, with its offer. FAR 52.212-4,
Contarct Terms and Conditions -- Commercial Items, applies to this
acquisition with the following addenda: (1) Section (h) -- Delete. FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Order -- Commercial Items applies to this acquisition and
specifically, 52.222-26, Equal Opportunity (E.O. 11246), 52.222-35,
Affirmative Action for Special Disabled and Veterans of the Vietnam Era
(38 U.S.C. 4212), 52.222-36, Affirmative Action for Handicapped Workers
(29 U.S.C. 793), 52.222-37, Employment Reports on Special Disabled
Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212), 52.222-41,
Service Contract Act of 1965, As amended (41 U.S.C. 351, et.seq.) Wage
Determination Number 94-2083 (Rev. 8) applies if the contractor is
based in the State of Colorado. This wage determination applies to
administrative support and clerical occupations who will be working for
the contractor. If the contractor is based in a state other than
Colorado, the applicable wage determination shall be made a part of the
contract. Amendments to this solicitation will be published in the same
manner as this initial synopsis/solicitation. All provisions,

shall include the lump sum price, a technical proposal which
demonstrates the quoter's capability to perform the services, and past
performance information including, but not limited to the name and
telephone number of a contact person for the past three contracts and
a list of current contractual obligations. Failure to furnish the
information requested may result in non-consideration of the quote.
