This is a pre-proposal conference invitation prepared by the Global Air Traffic Operations/Mobility Command and Control (GATO/MC2) Systems Program Office (SPO) for the procurement of information technology services (ITS). The GATO/MC2 SPO is DoD's centralized organization to improve orchestration and lead the acquisition of evolving Communications, Navigation, Surveillance/Air Traffic Management (CNS/ATM) programs. The SPO also integrates CNS/ATM capabilities with Military C2 requirements to guarantee the capability for unrestricted access to the global air traffic environment. GATO/MC2 needs to acquire non-personal Information Technology (IT) services to provide systems acquisition support for the development, acquisition, and test of these systems. GATO/MC2 will acquire these IT services under established ESC Information Technology Services Program (ITSP) blanket purchase agreements. The types of services GATO/MC2 will acquire under ITSP include: assisting the Government in defining program requirements; resolving developmental, production, operational, and technical problems; and preparing technical program documentation and specifications. This invitation to participate in the pre-proposal conference does not constitute an invitation for bid or a request for proposal. The pre-proposal conference will be held on Tuesday, 15 December 1998, at Hanscom AFB MA, Bldg. 1612, First Floor, O'Neill Auditorium, at 0900. Attendance is limited to three (3) attendees from each prospective source. The purpose of this pre-proposal conference is for the Government to promote a clear understanding of the ITS service requirements for the GATO/MC2 SPO and enable industry to respond effectively to Government requirements in atimely manner.
