Work consists of providing all labor, supplies, material, supervision, transportation, equipment, and all else necessary to construct a new 9-hole golf course addition, to include all greens, tee boxes, sand traps, obstacles, fairways, cart paths, irrigation systems, grassing, drainage, lake with remote rest room/pumping facility, associated utilities (e.g., water, sewer, and electrical work); landscaping on the new golf course, and construction of a new bridge crossing to include concrete bridge abutments and a 70 foot prefabricated bridge. The irrigation contractor/subcontractor and the golf course finish work contractor shall be qualified contractors who have successfully completed at least three (3) similar public or private projects in the last three (3) years. The projects shall have the following characteristics to be considered similar: a minimum of nine (9) completed holes which include new green construction, new tee construction, and complete grading, grassing, and drainage work for each project. The rough grading and fine grading and finish work for the golf course fairways, greens, and bunkers must have been under the direct supervision of the golf course Construction Manager. All bidders must submit evidence with their bids demonstrating that they have successfully completed 3 or more similar public or private golf course projects. If the bid is a joint venture, at least one member of the joint venture must demonstrate the above experience to the satisfaction of the government for both the irrigation and golf course finish work. The Contracting Officer reserves the right to reject any bid from a contractor not demonstrating this experience to the satisfaction of the government for both the irrigation and golf course finish work. The estimated dollar value of this project is between $1 Million and $5 Million. The applicable SIC for this acquisition is 1629 with a three year average annual gross receipts small business size standard of $17 million. The proposed contract listed here is a Nonappropriated Fund (NAF) purchase and it does not obligate appropriated funds of the United States Government. NAF funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. This purchase does not involve Federal tax dollars. The proposed contract listed here is unrestricted and open to all firms, including small and small disadvantaged concerns who will be given maximum opportunity to participate. It is anticipated that the solicitation will be issued electronically o/a 12 January 1999 on the Nellis Contracting Homepage specified below. Paper copies are not available.
