R -- SERVICES FOR THE OPERATION OF THE AIR FORCE PRIMARY STANDARDS LABORATORY POC Debbie Luckeydoo Phone: 740-788-5157 The Air Force is seeking industry participation in providing services for the operation of the Air Force Primary Standards Laboratory (AFPSL) and development and revision of Calibration Technical Orders. The AFPSL is the U.S. Air Force's Primary Standards Laboratory located in Heath, Ohio. The primary function of the AFPSL is to ensure the accuracy of all Air Force aircraft and missiles, ground systems, and other precision equipment. This is made possible though the calibration of equipment, used world wide, and traceable to recognized national standards. The primary focus of this notice is to determine whether the use of FAR Part 12, Acquisition of Commercial Items is considered to be appropriate and desirable. Consideration should be given to the length of time to be covered by a contract. The use of FAR Part 12 is contingent upon the use of a fixed priced contract arrangement. Under a fixed price arrangement, offerors would be expected to propose firm fixed prices for all possible services that might be required during the term of the contract. Use of a fixed price arrangement, other than firm fixed price or fixed price with economic price adjustment provisions, would require deviations and the use of a time and materials or cost reimbursement type arrangement, which would negate the use of FAR part 12. The contractor would furnish all personnel, tools, materials, supervision, and other items and services necessary to perform the AFPSL and Calibration Technical Order services at the Central Ohio Aerospace and Technology Center (COATC) in Heath, Ohio, a facility formerly known as the Aerospace Guidance and Metrology Center (AGMC), Newark Air Force Base, Ohio. Most of the equipment would be provided by the Government (GFE). The following background information is provided to inform the contractor of the technical requirements that exist. Technical support will involve but is not limited to the following: 1) Develop, publish, modify, edit, reproduce, store and distribute 33K series calibration technical orders (new, revision, and rewrite). 2) Provide technical support to Air Force activities, other federal agencies, contractors, and the security assistance program (Foreign Military Sales Cases). 3) Inspect, calibrate, troubleshoot and repair (or arrange for repair/calibration) Test, Measurement, and Diagnostic Equipment (TMDE) (both GFE and customer assets). 4) Provide specialized measurement services as directed by engineering project plans. 5) Operate and maintain an existing technical order/publication library. 6) Schedule and accomplish preventive maintenance inspections of Laboratory equipment and standards. 7) Provide adequate facilities to accommodate both contractor and Government AFMETCAL management personnel and maintain AFPSL environmental requirements. 8) Establish and operate a logistics support function which includes but is not limited to receipt and shipment of customer assets and calibration procedures, short term storage of Government assets, and disposition of hazardous material.
