KANSAS CITY DISTRICT SOL DACW41-99-R-0004 DUE 020399 POC Contract
Specialist Pam Stichweh 816-983-3827 (Site Code DACW41) The
solicitation will be for the award of up to ten (10) contracts, to be
acquired via full and open competition, using formal source selection
procedures as described in FAR Part 15 and applicable provisions of the
DFARS, AFARS, and EFARS. The contracts will be issued for a base period
of five (5) years with one five (5) year option period. The contracts
will have a joint total acquisition value of $400 Million. These
Indefinite Delivery Contracts will be awarded pursuant to FAR
16.504(c), Multiple Award Preference, to fulfill the requirements of
the FUSRAP program and other disposal needs. The individual schedules
are: Low-Activity Radioactive Waste (LARW), Naturally Occurring
Radioactive Materials (NORM), 11(e)(2) materials generated prior to 18
November 1978, Hazardous Mixed Waste Materials, and RCRA Hazardous
waste that contains residual radioactivity, which is not NRC regulated.
One contract will be awarded per contractor. Each contract awarded will
contain at least one, and may contain a maximumof five (5),
schedule(s). If more than one acceptable offer is received per
schedule, the Government reserves the right to award that schedule to
more than one contractor. In order to enhance competition, the
solicitation will include the following provisions: Each proposer which
meets all other solicitation requirements and is selected for contract
award will have 12 months from the date of contract award to acquire
the applicable licenses and/or permits required by respective federal
and/or state agencies to accept the various types of radioactive waste
listed in their respective contract (period of time may be adjusted
during the solicitation process). No pre-proposal conference will be
held. No Task Order limit exists. Task Orders may be awarded on the
subjective determination of the Contracting Officer based on past
performance, quality of services, price, landfill site location,
compliance with the National Contingency Plan and other regulations or
factors the Contracting Officer believes are relevant.Allocation shall
not be used as a method to determine task order award. Evaluations and
award of the solicitation will be based on the evaluation criteria
stated in the request for proposal (RFP). This project is unrestricted.
Large businesses competing for this project must comply with the FAR
clause 52.219-9 regarding the requirement for a subcontracting plan.
SIC Code is 4953. Solicitation packages will be available on or about
December 21, 1998 with proposals being due on or about February 3, 1999
at 3:00 PM Central Time. Solicitation packages will be available ONLY
on CD ROM, and are free of charge. SOLICITATION PACKAGES ARE LIMITED TO
ONE PER COMPANY. All interested parties shall provide a written request

Request must include company name, street address, telephone and fax
numbers, and a point of contact. The CD-ROM will be shipped USPS first
class mail. NO SPECIAL MAILING OR HANDLING INSTRUCTIONS WILL BE
ACCEPTED. CD ROMS are available on a first-come, first-serve basis. On
or about December 21, 1998 the solicitation will be available for
