Proposal (RFP), but is a request for submissions of Standard Forms 254
& 255. The National Cemetery Adminstration has a requirement for an
Architect/Engineering firm to design a 5,000 unit columbarium at the
Riverside National Cemetery (Project Number 901CM3029), Riverside,
California. The project includes the design and all related
professional services for typical precast concrete and poured in place
concrete development using the standard National Cemetery
Administration precast niche and system. Services consist of
preparation of schematics and design development drawings with a
Government option to enter into construction documents, construction
period services and construction inspection. Schematic work will
include an analysis of the existing developed area of the site to
locate a preferred location and topographic survey of the selected
site. Design Development work will include a completion of drawings to
a level of approximately 35% of a constructiondrawing. The estimated
cost of construction is between $1,000,000 and $5,000,000.
Consideration will be limited to firms licensed to practice in the
State of California, within a 100 mile radius of the site. Emphasis
will be placed on design capabilities of the firm and on previous
columbarium design experience. Selection of firms to be interviewed
will be based on the following evaluation factors: Firm's Capacity and
Capability (30%), Proposed Project Team and Organization (20%), and
Experience and Past Performance on similar work (50%). Firms may be
interviewed using Video Teleconferencing procedures, at the option of
the Government. A firm responding to this notice within thirty calendar
days from date the notice is published, or December 30, 1998, whichever
is later, will be considered. Firms desiring consideration shall submit
appropriate Standard Forms 254 and 255 to the issuing office. The
selected firm shall have electronic mail capability and Internet access
in order to submit required fee proposal documents. See Note(s): 1.
