Center (DASC) intends to procure via a Blanket Purchase Agreement
(BPA) the services of a counselor and referral service that shall
provide diagnostic counseling and referral of Defense Logistics Agency
(DLA) employees and family members. The contractor shall provide a
flexible, yet diversified workforce of representatives with multiple
ethnic backgrounds to accommodate DASC serviced activities. The
contractor shall support DLA in its efforts to achieve a Drug-Free
Workforce by providing assessment, counseling, and referral for
treatment or rehabilitation as appropriate. The Employee Assistance
Program (EAP) is available to all DLA employees serviced by DASC,
regardless of the nature of their personal problems. The contractor
shall provide referrals for DASC serviced field employees and cover the
fee for the first counseling session to include scheduling the first
appointment and making necessary initial assessments. The contractor
shall provide EAP services on-site for sixteen (16) hours per week at
the HQ DLA Complex. Services shall be available for four (4) days
(excluding Monday); Tuesday and Thursday 8 hours per day, or Tuesday (8
hours) and Wednesday and Thursday 1/2 day each (excluding holidays).
The normal duty hours shall begin at 7:45 a.m. and if an 8 hour day
shall end at 4:15 p.m. For vacations, the contractor shall provide a
physical replacement for same duty hours and days. The contractor shall
accept management, union or self-referrals. The contractor shall
consult with the referring party, providing guidance where appropriate
to assist in raising awareness of the employee to the nature of the
problem and the impact on job behavior or performance. The contractor
shall advise management officials regarding client confidentiality in
accordance with relevant Federal, DLA, DoD and OPM regulations. The
contractor shall be familiar with all the pertinent regulations.
Face-to-face sessions shall be available for all types of EAP services.
Providers shall have a 24-hour-a-day, seven-day-a-week toll-free
answering service staffed by personnel who are able to put the caller
in touch with emergency assistance. The employee shall be provided the
opportunity to visit the counselor within 72 hours of the initial
request for assistance. The contractor is responsible for screening all
referral resources to which employees are referred, and provide a plan
for client follow-up after referral to community resources. A
Statement of Work (SOW) detailing the requirements will be sent out
with the actual Request for Quotations (RFP) following this
advertisement. Contractor's that respond with a quotation shall submit
price lists for the services required along with a technical proposal.
The resulting award will be made based on overall "Best Value" to the
Government in lieu of lowest price. After the competitive range has
been determined, the contractors determined to be in the competitive
range shall provide a "Marketing Presentation" emphasizing their
