Research Laboratory plans to negotiate on a sole source basis with
McKelvey Environmental Management, Inc., for a Conventional Drinking
Water Treatment package plan required for Cryptosporidium filtration
breakthrough and viability studies. The package plant also has the
capability of providing water from the individual treatment steps
(flocculation/coagulation/settling/filtration) as well as the entire
treatment train. As stated, the EPA plans to negotiate on a Sole Source
basis. EPA source research indicates that McKelvey Environmental
Management Inc., is uniquely qualified to provide the 10 gpm
conventional drinking, water treatment package plant. However, any firm
believing itself capable of meeting these requirements may submit
technical documentation to establish the potential of complying with
the minimum performance specifications. Only those firms presenting
such documentation will be considered. Otherwise, EPA will proceed to
negotiate with McKelvey Environmental Management, Inc. Note: The
proposed acquisition is for supplies or services for which the
Government intends to solicit and negotiate with only one source under
the authority of FAR 6.302. Interested persons may identify their
interest and capability to respond to the requirement. A determination
by the Government not to compete this proposed purchase order based
upon responses to this notice is solely within the discretion of the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
