28 -- GLOBAL FIGHTER ENGINE PROGRAM SOL F33657-98-R-0019(GE), F33657-98-R-0018(P&W) DUE 012599 POC Contracting Officer, Michael Grove (for GE Engines) at (937) 255-2619, ext 3020/Cynthia Booker-Neilson (For P&W) at (937) 255-2619, ext 3021 Global Fighter and Bomber Engine Program, Aeronautical Systems Center/Propulsion Development Systems Office (ASC/LP) is contemplating the acquisition of F100, F110, and F118 series engines, or equivalent bomber and fighter engines. It is planned to award two 7 1/2 year omnibus Firm-Fixed Price (FFP) contracts to meet DoD and FMS requirements for these series of engines. This acquisition will encompass combat engines (production and spares), Line Replaceable Units (LRUs), Shop Replaceable Unites (SRUs), and related items, for example: engine components, engine modules, spares, support equipment, engineering assistance, inspection and testing, engine and support equipment software, warranties, data, modifications, and engine maintenance trainers. The engines to be acquired are fully developed, qualified and have demonstrated the capability to support the mission of multi-users within DoD and FMS fighter aircraft currently utilizing the F100, F110, and F118 engine families. At the time of contract award, the contractor must be authorized to receive and store classified material up to and including Secret classification. Potential sources should state their business size relative to SIC code 3724, Aircraft Engines and Engine parts. The closing date for submission of proposals is 45 days from release of the Request for Proposal (RFP). RFP release is anticipated to be 25 Jan 99. Sole source RFPs will be issued to General Electric and Pratt & Whitney for their respective series of engines. Authority to issue sole source RFPs comes from 10 U.S.C. 2304(c)(1) and FAR 6.301-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" and FAR 6.301-4 "International Agreement." An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his concerns. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to the use of the Ombudsman.
