The 61st Air Base Group (61 ABG) and Space and Missile Systems Center (SMC) intend to release a Request for Proposals, solicitation number F04693-98-R-0006, on or after the week of 16 Nov 1998 for the performance of communications and information management services. This includes security classification requirements up to the secret level. These proposals will support a study under OMB Circular A-76. This study is a competition between a contractor and the government's in-house bid for conversion of the existing government operation. There will be a preliminary competition between contractors to select an offeror to compete against the government in-house bid. This announcement augments the government's previous announcement published on 29 Dec 1997. The RFP will be made available through electronic data interchange on the Los Angeles Air Force Base web page on or after 16 Nov 1998, address: http://www.laafb.af.mil/SMC/PK/PKHOME/pkhome.htm. The closing date for receipt of all proposals is on or about 20 Feb 1999 at 3:00p.m., Pacific Standard Time. Interested offerors must ensure that their proposals arrive at the address shown in item number 7, not later than the date and time shown above. This proposed acquisition is a competitive set aside under Section 8(a) of the Small Business Act. The Standard Industrial Classification (SIC) Code for this acquisition is 4813, with companies up to 1,500 employees. The estimated value of this acquisition is less than $35 million over a period of 5-years. All responsible sources who meet the submission deadline shall be considered. The estimated decision date for determining whether the operation should be awarded to the government or a contractor is on or about 20 Apr 1999. An Industry Day, including site visit will be conducted two weeks after release of the RFP.
