synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented, with the additional
information included in this notice. This announcement constitutes the
only solicitation. Proposals are being requested and a written
solicitation will not be issued. Solicitation number RFQ
667-99-1-8984-0005. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-09. SIC code 3572, 1,000 employees. The Overton Brooks
VAMC is looking for an archive PC based system to store laboratory
information, patient data and education information. The purpose is to
eliminate the need for paper storage, provide random access to
archived information, search, research and assemble historical data
into trends analysis based on the selected parameters. System minimum
requirements: 1. Minimum active storage is two years, the equivalent of
approximately 200 boxes of computer paper. Archived data five years. 2.
Platform of environment, Windows NT version 4 or higher. 3. Hardware
shall be latest Pentium technology in the market. 4. Certification of
Year 2000 compliance. 5. Ethernet Network card. 6. 56k modem or better.
7. 96-128 mg RAM. 8. Archiving software and additional hardware for the
systems functionality and network connectivity, i.e. optical drive(s),
hard drive, ect. 9. Three to five user license. 10. In service
training for 3-5 people and installation. 11. Submit the names, phone
number and address of customers having in use the proposed system. 12.
State the warranty period. Firms who can provide the required
equipment and installation services are encouraged to submit a
technical proposal for such item. Sufficient literature shall be
provided to asset the equipment capabilities. Inspection and acceptance
is at the Overton Brooks VA Medical Center, Shreveport, LA. Quote shall
specify FOB, Overton Brooks VA Medical Center, Shreveport, LA
(Destination). The provisions at FAR 52.212-1, Instructions of Offeror

acquisition. Vendors responding to this acquisition shall provide this
office with the following information: a cost breakdown of each item
requested on company letterhead, literature on the product(s) being
offered FOB, prompt payments terms, correct remittance address, and a
completed copy of FAR 52.212-3 (Oct 1998), Offeror Representations and
Certifications Commercial Items. (Oct 1998). A vendor not in
possession of FAR 52.212-3 may either contact this office and a copy
will be faxed to you or download it from the internet address listed
above. Quotes must be in writing and accompanied with the completed FAR
52.212-3 or they may be rejected. Facsimile quotes will be accepted;
oral quotes will not be accepted. Award will be made to that offeror (1
) Whose proposal is technically acceptable, conforms to the
requirements of the solicitation and (2) Whose technical/cost
relationship is the most advantageous to the Government. While cost is
secondary to technical, it will be a factor in the award decision. The
critical factor in making any cost/technical trade-off is not the
spread between the technical scores, but rather what is the
significance of that difference. The significance of the spread scores
will be determined on the basis of what that difference might mean in
terms of performance and what it would cost the Government to take
advantage of it. Award may not necessarily be made to the offeror
submitting the lowest offer. Also, award may not necessarily be made
for technical capabilities that would appear to exceed those needed for
the successful performance of the work. The Government reserves the
right to make cost/technical tradeoffs that are in the best interest
and to the advantage of the Government. Award may be made without
