Management Service/Department of the Interior AudioVisual Center
(DOI/AVC) intends to acquire five years (base year and four one year
options) of audiovisual services/products for its Government-owned
Contractor-operated (GOCO) facility located in Lakewood, Colorado. The
DOI AVC provides video, film and CD-ROM programs to ALL Federal
Government agencies by entering into Interagency Agreements. This GOCO
facility provides expert advice, oversight, coordination, quality
control, and production management to the client agency while producing
output such as Public Service Announcements, video walls, films (16 and
35 mm), interactive programs, CD-ROM programs, visitor center films and
videos, Video News Releases, slide to video conversions, documentaries,
training videos, 2-D and 3-D animation programs, outreach programs, and
a variety of other types of programs for various Government purposes.
The DOI AVC also provides dubs, special packaging of videos, taping of
conferences, oral presentations, and audioscapes. The successful
offeror is required to place three staff members, a producer/director,
editor, and audio technician, onsite at the DOI AVC who will provide
these employees with adequate office equipment and space to perform
their duties. The DOI AVC also provides a 30x35 ft. studio will full
light grid; Avid PCI based AVR 77 nonlinear edit suite including Avid
FX, Adobe AfterEffects, and Photoshop 3.0, 93 GB storage capacity, and
DLT backup; on-line composite BetaCam SP/D2 edit suite with DVE;
Pro-Tools digital audio edit suite with full CD music and sound effects
library; and, Sony 400A BSP camera and full lighting and audio gear for
field production. The successfull offeror will utilize the DOI AVC
facilities and equipment as needed for individual projects but shall
also have the capacity to produce the types and ranges of programs
stated above with his own facilities. Most shooting occurs in the
United States but could also take place overseas. Frequent travel by
onsite personnel, particularly the producer/director and audio
technician are required. HOW TO RESPOND: If you are interested in
competing for an acquisition resulting from this notice, you MUST
demonstrate that you are qualified to perform the work by providing a
Capabilities Statement by 2:00 p.m., on December 11, 1998. Submit an
original and four copies of the statement which is no more that 30
pages long and describes Past Performance, Personnel Qualifications,
and Offeror's Facilities. If submitting by express mail, etc., or hand
delivering, please submit to the following address: Minerals
Management Service, Procurement Branch, WASC, 12600 West Colfax Avenue,
Suite C200, Lakewood, Colorado 80215. In the Past Performance section,
describe three projects completed in the last three years, including
the scope, length, and summary of the projects as well as the client
names and their contacts' names, telephone and FAX numbers. Include a
list of recent awards/certifications won in competitions such as film
festivals, Telly Awards, or ITVA Awards. In the Personnel
Qualifications segment, include resumes for each of the three employees
proposed for the AVC operation. The Offeror's Facilities segment should
consist of a description of the kinds of equipment, facilities and
resources available to support the AVC projects. Brochures can be
submitted but will be included in the 30-page restriction. The
Government's evaluation of the Capabilities Statement will be based on
the following: 1. Past Performance -- the offeror's qualifications to
operate the GOCO in a responsive, economical and efficient manner and
the degree of past success established by the offeror's references. 2.
Personnel Qualifications -- the quality of the experience, training,
and education of each proposed employee to ensure that professional
broadcast quality video productions will be made at the AVC; the
existence of communications skills, leadership, and the ability to
adjust to diverse client profiles in the proposed personnel, especially
the producer/director. 3. Offeror's Facilities -- ability of offeror to
supply production and post production capabilities to the AVC of
multiple productions simultaneously. Upon completion of the Capability
Statement evaluations, the Government will advise each respondent that
he will, or will not, be invited to participate in any resultant
acquisition. All respondents are hereby informed that, notwithstanding
advice provided by the Government in response to their submissions,
any respondent, at his request, may participate in the Request for
Proposal (RFP). Responses to the RFP will consist of oral technical
presentations, including samples of productions, written technical and
price proposals. The release of the RFP and any contract award made
pursuant to this solicitation is subject to receipt of the required
