The new proposal deadline is now 1500 EST on December 7, 1998. Proposal submissions are accepted only from those who have previously registered; the registration deadline was October 16, 1998. Proposals will only be accepted in web format on fixed media, or via upload to a DARPA-hosted computer account that was supplied after the registration process. Offerers are warned that upload slowdowns on December 7 due to network traffic will not stop accounts from being disabled at 1500 EST of that date, and thus are advised to perform uploads well in advance of the actual deadline.
