This is a SOURCES SEEKING SYNOPSIS for review of a DRAFT RFP to be issued by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration, National Data Buoy Center (NDBC) for the upcoming recompetition of the NDBC Technical Services Contract at Stennis Space Center, MS. This synopsis is being issued to develop a full and open competitive environment for the acquisition of these services. The functions to be performed include the operation, maintenance, and repair of buoy and land based environmental data collection networks; operation of the NDBC facilities; testing of existing and new buoy systems and equipment; data processing and transmission; logistics support; quality assurance and safety; configuration management; technical publications; and special engineering and scientific support for new technology, development, and test programs. The contractor will be expected to provide employees for the management, technical, administrative, and clerical staff to accomplish these functions. The contractor, if a large business will be required to submit a subcontracting plan for utilization of small, disadvantaged, and woman-owned businesses. NOTE: THIS DRAFT RFP IS BEING ISSUED TO (1) SOLICIT INDUSTRY COMMENTS ON THE CONTENT OF THE RFP, AND HOW IT CAN BE IMPROVED TO ENCOURAGE COMPETITION; (2) ALERT INDUSTRY TO THE UPCOMING PROCUREMENT; AND (3) PROVIDE ADVANCE NOTICE TO SMALL, DISADVANTAGED AND WOMEN-OWNED BUSINESS ALLOWING TIME FOR DEVELOPMENT OF SUBCONTRACTING AGREEMENTS WITH POTENTIAL OFFERORS.
