The Department of the Navy (DON) Information Technology (IT) Umbrella
Program, sponsored by the Space and Naval Warfare Systems Command
(SPAWAR) is currently planning a contract for Systems and Database
Technology (SDT) On-Line Transaction Processing (OLTP). The Department
of the Navy (DON), Department of Defense (DoD) agencies and
activities, and other Federal Agencies have identified requirements for
enterprise systems and database server technology including systems for
database, numerical crunching and analysis, research and development
platforms, high performance availability systems and database
technology solutions to include all hardware, software, training,
maintenance (which includes perpetual software licenses and upgrades
for those licenses), and support services to implement such technology.
In addition, it will provide enterprise solutions including superior
Relational Database Management Systems (RDBMSs), developer and end-user
tools, project management tools, technical expertise, training, and
systems and database server solutions to integrate legacy hardware and
standards compliant systems with emerging client/server and relational
database technology. The OLTP contract will provide integrated,
interoperable information technology that will assist in the migration
from stovepipe legacy systems to open system, enterprise
infrastructures and enhance existing systems and database applications.
The systems provided under this contract must be interoperable with
currently fielded Government equipment and specifically with systems
and equipment obtained through the Database Machines and Supermini
Contracts which begin to expire in 1998. In addition, it will also
provide end-users with viable options for purchasing, leasing and
outsourcing. The systems must also provide architectural and functional
currency over the term of the contract (life of contract estimated to
be seven years) through technology refreshment and substitution
provisions. Equipment provided under the anticipated contract will
require a delivery within thirty to forty-five (30-45) days of D.O.
acceptance and a thirty-day (30) test acceptance period. Thus, payment
is not likely before 90 days from D.O. acceptance. The Contractor will
act as an integrator and facilitator to ensure that the purpose of this
contract is met. As such, the contractor will be required to support
the integration of government equipment with contractor provided
components. Services and equipment delivery will be performed
worldwide. Capable small business sources will be sought to submit a
capability synopsis that demonstrates contractor experience, personnel
capability and understanding of enterprise systems and database
technology. Potential small business sources should provide evidence of
the following: (1) experience in the planning, financial management and
executing of enterprise systems and database technology and associated
standards and related services including current or recent experience
in similar contracts (An individual Government contract that has
delivered and invoiced systems and database technology hardware, system
and/or applications software, and support services world-wide in excess
of $15 million within the past ten years); (2) resumes of key personnel
that have enterprise systems and database technology training and
experience within the Government framework highlighting DOD experience,
including worldwide performance; (3) understanding of how DOD does
business; (4) methodology in place for executing purchase, lease and

information and planning purposes and is not to be construed as a
commitment by the Government, nor will the Government pay for

Proprietary data will be protected when so designated. Interested small
business offerors/vendors having the required specialized capabilities
to meet the above requirements should submit the capability statement
of 10 pages or less (excluding resumes and past performance
information), by 1:00 pm Pacific Coast Time 4 December 1998, indicating
their ability to perform all aspects of the effort described herein.
Responses must also include the following: name and address of firm,
size of business; average annual revenue for past 3 years separated by
CONUS and OCONUS categories; number of employees; list of customers
covering the past five years (highlight relevant enterprise systems and
database technology work performed, place of performance, contract
numbers, contract type, and dollar value of each procurement and
customer point of contact address and phone number); ownership; whether
they are small, small disadvantaged 8 (a), and/or women-owned; number
of years in business. The SIC for this procurement is 3571 and 1000
