Department of the Navy, acting on behalf of the United States Marine
Corps, is soliciting proposals from qualified parties interested in
entering into a Public Private Venture with the United States
Government to construct 200 new and to replace or renovate 512 existing
housing units on Marine Corps Base (MCB) Camp Pendleton, CA under
legislative authority found in P.L. 104-106 110 Stat 186 Section 2801.
The project envisions a Business Agreement reflecting a Government
alliance with private industry to renovate, design, construct, finance,
own, operate, lease, maintain and professionally manage 712 units of
new and renovated housing or new replacement housing and any associated
infrastructure for a period of 50 years. The Business Agreement will
set forth in general terms the rights and obligations of the parties
with respect to financing the project and the design, construction,
renovation and maintenance of the housing units. The family housing
development will include a total of 712 good quality, energy efficient,
affordable units which will be available to active duty military
personnel stationed at MCB Camp Pendleton on a right of first refusal
basis. The development will be located on MCB Camp Pendleton property,
currently known as DeLuz housing. The Government may provide a direct
loan (the DoD second trust deed) that is subordinate to a private
first trust deed. This DoD second trust deed may be provided to fund
development costs not funded by a private first trust deed, the
Offeror's equity contribution, or construction period net cash flow.
However, it is the intention of the Government to maximize private
investment and minimize the DoD second trust deed. The procurement will
be conducted by the Commanding Officer, Southwest Division, Naval
Facilities Engineering Command, San Diego, CA utilizing a Three Step
"Best-Value" process. Step One-Statement Of Qualifications (SOQ):
Interested investors/developers/teams are requested to submit
statements describing their qualifications and experience with
developments of a similar nature, scope and scale. Based on its
evaluation of the SOQ submittals, the DON will invite not more than six
(6) private companies or investors/developers/teams rated best
qualified to proceed to Step Two. Step Two-Technical Proposal Process:
Technical proposals will be requested from no more than six (6)
investors/developers judged best qualified in Step One. Offerors will
submit proposals, detail specific project requirements, specific
milestones and schedule parameters for development. Step Three-Business
Agreement (BA): Upon completion of its evaluation of the Step Two
proposals, the Department of the Navy will select the one offer that,
in its opinion, will provide it with the best value, and hold exclusive
negotiations with the selected Offeror. During such negotiations, the
selected Offeror will cooperate with the Government to finalize all
required environmental documentation; achieve all required local
approvals; complete design plans and final working drawings; and
negotiate and reach agreement with Government officials regarding all
aspects of the project. The result will be a Business Agreement between
the Navy and the successful Offeror, which describes all relevant
characteristics of the development, and defines all business terms and
conditions, schedules and financial arrangements between the involved
parties. Offerors are encouraged to attend a site visit and
pre-proposal conference scheduled for 15 December 1998 at 0800 local
time. The site and housing units will be open from 8:00 a.m. to 11:00
a.m. on 15 December 1998. It is permissible to bring a camera or
camcorder to the site to take pictures of the project site area only.
Following the site visit, a pre-proposal conference will be held at
approximately 1230 on the same day as the Pre-proposal Site Visit at
the Staff Non-Commissioned Officers (SNCO) Club on Marine Corps Base
Camp Pendleton. Lunch facilities are available at the SNCO Club. The
government will not be providing lunch. Questions will be answered at
this conference relative to this solicitation and the Request for
Proposal (RFP). Comments, constructive criticism and RFP
inconsistencies are solicited as well. Written answers to all questions
will be issued after the pre-proposal conference in the form of an
amendment to the RFP. Verbal responses to questions are not binding on
the Government and will not be considered part of the RFP.
