is seeking potential sources for privatization of the electrical
distribution system at Fort Pickett, Virginia. Fort Pickett is located
in south central Virginia, 60 miles south, southwest of Richmond. Fort
Pickett currently purchases electrical energy from two local electrical
utility systems at two delivery points. Fort Pickett owns and operates
an electrical distribution system with circuitry consisting of
approximately 43.5 circuit miles of 12.47kV overhead primary
distribution lines, approximately 7.25 circuit miles of 12.47kV
underground primary distribution lines, and approximately 18.6 circuit
miles of overhead/underground street lighting circuits. The present
electric network consists of overhead circuits installed on single wood
poles with conventional pin type insulators on wood cross arms.
Pole-mounted distribution transformers are installed near individual
load centers. Average age of overhead facilities (including upgrades)
is approximately 30 years. Underground circuitry consists of direct
buried, concentric neutral power cables with pad-mounted distribution
transformers. Average age of the underground system is also
approximately 30 years. Privatization is a process by which the
Government sells its resources to a private entity and contracts with
that entity for service. The Fort Pickett effort is anticipated to
involve purchase, ownership, maintenance and operation of the
electrical distribution system as a commercial electrical utility
system. This project is being considered for small business set aside.
The size standard for small business is 4 million-megawatt hrs annual
output. Respondents are requested to submit letters of interest for
this potential acquisition to the address indicated below by November
27, 1998. Letters of interest shall include a brief company profile,
statement demonstrating experience in owning/operating/maintaining this
type of utility system, and any evidence of licenses or franchise
agreements. Respondents are to indicate if they are a small or large
