Of Commerce, NOAA has a requirement for the National Marine Fisheries Service, (NMFS), Office of Law Enforcement, and will be issuing a notice of intent to negotiate a sole source contract with the Rhode Island Dept of Environmental Management to provide supplemental enforcement of the North East Multispecies Plan, Atlantic Sea Scallop Plan, and other Federally regulated marine species in the State of Rhode Island. Rhode Island Dept of Environmental Management, is the only federally deputized entity which is capable of implementing a program of federal enforcement assistance in Rhode Island to monitor landings, exports, commercial transactions and associated activities with federally regulated marine resources. The period of performance will be from the effective date of the contract through 11 months thereafter. The authority for other than full and open competition is 41 USC 253 (c)(1), Only One Responsible Source. The Rhode Island Dept of Environmental Management is the only source capableof performing the proposed contract since it is the only source that has the authority to enforce fishery regulations in state waters. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about November 13, 1998.
