FULL-CREW HOWITZER TEAM (FCHT) TRAINING STRATEGY FOR CLOSED LOOP
ARTILLERY SIMULATION SYSTEM (CLASS) TRAINER ACQUISITION The Naval Air
Warfare Center Training Systems Division (NAWCTSD), U.S. Marine Corps
Ground Programs Office in Orlando, FL is pursuing a strategy that will
allow full crew howitzer team (FCHT) training. This synopsis seeks the
identification of qualified offerors to provide a solution to the
training problem. The effort will include researching, assessing, and
performing trade studies of technologies and training concepts leading
to development of a training solution with design recommendations to
meet the Marine Corps full-crew howitzer team training objectives. The
developed FCHT training strategy with design recommendations will be
incorporated into the Weapons Delivery Subsystem (WDS) of the Closed
Loop Artillery Simulation System (CLASS) trainer. The CLASS trainer is
currently planned for a future acquisition. Those contemplating
submission of a white paper are encouraged to contact the CLASS
technical point of contact (TPOC) to determine the likelihood of
funding prior to submission of a white paper or research proposal. The
recommended four-step sequence is: telephone call, informal white
paper, research proposal, and contract award for selected projects.
This sequence allows earliest determination of the potential for
funding and avoids contractor and Government time spent on efforts that
may have little chance of being supported. The FCHT POC is Ms. Annette
Pike, (407) 380-4247. Offerors are encouraged to submit white papers
detailing a proposed solution to the full crew howitzer team training.
The white paper should address the following elements: 1) How to train
MOS's 0802, 0811, 0861, 0842, 0844, 0847, 0848, and 0803 as a full crew
within an overall closed loop simulation (forward observer/forward air
controller, fire direction center, weapons delivery sub-systems). 2)
Discuss issues related to deployability. Each white paper will be
reviewed in order to determine if the proposed effort is within the
scope and interest of this solicitation. The white paper will be
limited to 20 pages, single-spaced, double-sided pages. Subsequently,
offerors will be notified whether or not their white paper was
favorably received. Favorable review of a white paper does not
constitute selection of the proposed effort for contract award and will
not establish a binding commitment for the government to fund the
effort. Each offeror that submits a favorable white paper will then be
asked to submit a proposal. Proposals will be evaluated in accordance
with BAA 96-1. Proposals (when called for) must be submitted to
NAWCTSD, Contracts Division, Code 25723, ATTN: Robert Riddle, 12350
Research Parkway, Orlando, FL 32826-3275. Please refer to NAWCTSD BAA
96-1 for specific information on proposal preparation, proposal
evaluation, proposal forms, and other research interest areas. BAA 96-1
remains unchanged and companies that have already requested and
received a copy need not request another. New requests for copies of
BAA 96-1 must be in writing and faxed to the attention of Joseph
Liberatore at (407) 380-4495. No solicitation shall be released.
Contracts for selected proposals will be awarded around February 1999
and for a period not to exceed seven months. Anticipated funding under
this BAA for FY99 is projected to be approximately $75K-$125K. Posted
