301-402-4509 The National Cancer Institute (NCI) on behalf of the
Animal Health and Care Section (AHCS), National Institute of
Neurological Disorders and Stroke (NINDS) plans to procure an automated
animal watering system from, Edstrom Industries, 819 Bakke Avenue,
Waterford, WI 53185. A stainless steel automated animal watering system
is needed for a facility having 12 rooms (6 rooms on each side of a
single hallway). There are 6 dispensers per room in the facility. The
watering system shall have the following features: 1) Pressure reducing
stations with an automatic flush features (Note: the pressure rating
requirement is from 30 psi to 75 psi) and central monitoring features.
The stations shall evenly distribute water to each room. The automatic
flush shall take place three times daily to ensure that no contaminants
from the outside water supply are present. 2) Each station shall be
equipped with appropriate interconnect hosing with stainless steel
quick disconnect sockets to readily connect and disconnect hoses. The
existing hosing for connection to the caging can be used. 3) The system
shall also include stainless steel solenoid flush valves at terminal
ends of distribution system(to deliver water and to drain water during
the periods of flushing). The required system must have two valves
with the capability to expand up to 64 valves. 4) A control and
monitoring system shall also be present with the system to control
pressure throughout the system, especially at pressure reducing
stations, and among critical system valves. In addition, the monitoring
shall be able to detect leakage. 5) An alarm system shall be included
with the monitoring system. The alarm shall send an alert signal when
adverse pressure levels or significant leakage is detected. 6) The
capability of printing maintenance results from the control system is
also essential. Edstrom Industries is the only source known to NINDS
that can provide an integrated, automated animal watering system of the
above magnitude, along with the required detection, response, and data
output capabilities. If any interested party believes it can provide
the above system, along with installation, it may submit a statement of
capabilities. The statement of capabilities and any other information
furnished must be in writing and must contain material in sufficient
detail to allow NCI to determine if the party can meet this
requirement. Capability statements must be received in the contracting
office by 1:00 p.m. EST, on November 30, 1998. If you have any

proposed requirement based upon responses to this notice is solely
within the discretion of the Government. Information received will be
