COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS, prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION; proposals are being requested and a
written solicitation will not be issued. Solicitation M67854-99-R-1018
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-8. SIC Code is 3799. Small business
standard is 500 employees. DPAS Rating is C9E. CLIN 0001, Special Use

Qty 2; CLIN 0008, Fire Extinguisher, Qty 2; CLIN 0009, Technical
Manuals, Qty 4; CLIN 0010, Copyright Release Memo, Qty 1 DESCRIPTION:
The Marine Corps Systems Command (MARCORSYSCOM) requires two (2)
Special Use Trucks. The Special Use Truck shall have a standard 4 X 2
chassis with a 24 foot body similar to that of a commercial beverage
truck with roll up doors and a low bed that will allow easy access to
contents and the ability to load and unload without a forklift. Truck
shall have a 230 horsepower engine, 12,000 lb front axle, 21,000 lb
rear axle, 7 speed transmission, air brakes, disk brakes, dual fuel
tanks, frame reinforcement, dual air horns, air suspension driver seat
with a two man passenger bench, and air conditioning. Special Use
Truck must also have tie down points for stability during
airlift/sealift. MARCORSYSCOM also requires a quantity two (2) each of
corresponding oil filter, fuel filter, air filter, coolant filter,
transmission filter, emergency triangle kits, and fire extinguisher.
Four additional commercial technical manuals are required. In addition,
a copyright release memo is required to allow MARCORSYSCOM to reproduce
the technical manuals for government use only in the event of
deployment or the loss or destruction of original manuals. DELIVERY:
CLINs 0001 through 0008 shall be delivered FOB Destination to:
COMMANDER (Attn: S-4), Chemical Biological Incident Response Force,
Bldg. 1747, Lewis Street, Camp Lejeune, NC 28542. CLINs 0009 and 0010
shall be delivered FOB Destination to: COMMANDER (Attn: APM CSLENBC),
Marine Corps Systems Command, 2033 Barnett Avenue, Suite 315, Quantico,
VA 22134-5010. SOLICITATION PROVISIONS: The following provisions apply
to this acquisition: FAR 52.212-1, Instructions to Offerors --
Commercial Items. FAR 52.212-2, Evaluation -- Commercial Items. The
following factors shall be used to evaluate offers: (1) TECHNICAL, (2)
PRICE, and (3) PAST PERFORMANCE, with technical being more important
than price. Award will be made to the responsible offeror whose
proposal is technically acceptable, responsive to the requirements of
this solicitation, and presents the best overall value to the
Government. Offerors shall submit a written cost and technical proposal
which illustrates its product and statesthe cost per unit, inclusive of
shipping to the destinations below. Please identify shipping costs
separately. Please include past performance references. The Government
intends to evaluate proposals and make award without discussions;
however, the Government reserves the right to hold discussions if

Funds Transfer Payment (Aug 1996) and FAR 52.247-34, F.O.B. Destination

this acquisition. Offeror shall include a completed copy of provision

will be accepted. CENTRAL CONTRACTOR REGISTRATION: All offerors must
