Fisheries Science Center (NWFSC) is seeking to form partnerships with
private or public manufacturers, developers or providers of: data
collection applications; on ship electronics; telephonic and satellite
communications devices and services; oceanic sensor devices; website
hosts including network providers and maintainers; database systems;
data warehousing providers, and, GIS data services. NWFSC is seeking to
develop a prototype Electronic Fish Catch Logbook (EFCL) that can be
widely employed to improve availability of fishery and oceanographic
information. The NWFSC has assembled a team to perform systems design
and integration, using funding provided by the Information Technology
and Innovation Committee of the National Performance Review. The
purpose of the CRADA is to create partnerships for provision of
subsystem modules and components that together create an EFCL. The EFCL
design is modular, containing subsystems and components as follows: the
On Board Application subsystem contains: GPS; data collection
interface; generated report and forms application; and, navigational
chart components. The Sensor subsystem contains a CTD sensor component.
The Telecommunications subsystem contains a cellular phone/satellite
integration component. The Central Systems subsystem contains: a GIS
data administration component; a web portal component; and, an
analytical tools component. Responders may propose solutions and make
a business proposition for any of the subsystems or components. It
should be clear to all potential partners that the NWFSC is seeking
partnerships that are self-supporting. The NWFSC roviders to generate
revenue. This is not a notice of availability of a solicitation and
will not result in the award of a contract or grant. The intended
result of this notice is the creation of a cooperative research and
development agreement/s (CRADAs) as defined in the Stevenson-Wydler
Technology Innovation Act of 1980, which defined a CRADA as an
agreement between a Federal Lab and a non-federal party in which the
government provides resources other than funds toward the conduct of
specified research or development efforts, and the non-federal party
provides funds, personnel, services, or other resources toward the
conduct of such effort, consistent with the mission of the Government
party. Depending on the viability of proposals received, the NWFSC will
form partnership agreement/s with one or more offerors to create the
EFCL. Offers from consortia of manufacturers, developers and/or
providers are acceptable. Federal partnerships, that is partnerships
between NWFSC and other federal parties may be created through
Memorandum of Agreement (MOA). CRADA can be created with non-federal
government agencies. The NWFSC will conduct a joint telephone
conference for potential partners with questions on November 24th from
11.00 AM to Noon pacific standard time. To best enable the Government
to respond, questions should be posed, in writing (Fax or E-mail)
prior to the conference. Those wishing to participate in the telephone

conference call). NWFSC recommends that interested parties review the

Project. Stage I Identification of Users' Needs and Available
Technology -- May 1998"; and, "Electronic Fish Catch Logbook Project --
Draft System Design -- July 1988". These documents are available in

copy, upon request from Su Kim. It is recommended that the
documentation be reviewed before a response is prepared. Offerors
willing to partner must provide a written narrative statement
describing the way they will meet the detailed requirements. NWFSC will
evaluate the offers based on the criteria listed in the Detailed
Requirements document. NWFSC reserves the right to select all, some
ornone of the offers received. Offers are due by December 11, 1998. For
