Government intends to procure the following on a sole source basis
from Cinebase Software: (1) Upgrade of NIMA's Digital Media Management
Schema. The schema defines the structure of the metadata and data
content in the Cinebase database. The previous schema is not adequate
for use with Cinebase 2.0 due to improvements in Cinebase 2.0.
Upgrading the schema is essential to successfully testing Cinebase 2.0.
(2) Preparation of data loaders for NITF, TFRD, TIFF6, and DTED.
Cinebase loaders allow importation of data in a number of common
commercial formats. The loaders being prepared under this effort are
for NIMA-specific data. The NIMA-specific loaders built for the
previous version of Cinebase will no longer work with Cinebase 2.0 and
must be reworked to allow Cinebase to ingest NIMA data for testing.
(3) Updating of the Test Suit, running of the Test Suite, and
compilation of performance data. The existing Test Suite will have to
be modified to reflect the changes to the schema as discussed above.
Cinebase will run the Test Suite against the updated schema and compile
the test data comparing the new results with previous results. As
before, the Test Suite will be used to test Cinebase against certain
performance requirements abstracted from the NIMA Libraries
Requirements Document. Award is anticipated on or before 30
November1998. Cinebase proprietary knowledge/experience with its
software, system integration and administration experience, unique data
implementation of classified material, requisite clearance and
specialized knowledge of the system configuration is such that award to
any other source would result in duplication of costs that are not
expected to be recovered through competition and unacceptable delays in
fulfilling the agency's requirements. There is no formal solicitation
package available, this notice is simply an announcement of the
Government's intent, not a request for proposals. Note 22 applies,
however, all offerors with Digital Multimedia Management System
