synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). DESCRIPTION OF
ITEMS: Item 1. -- Quantity 1 Each -- FIZEAU PHASE MEASURMENT
INTERFEROMETER, PHASE SHIFT TECHNOLOGY'S MINIFIZ-50INTERFEROMETER OR
EQUAL. THIS INTERFEROMETER ALSO INCLUDES A COMPUTER SYSTEM, AND
SOFTWARE WHICH IS REQUIRED FOR OPERATION. (See Attached Specifications)

# 11000-100. SPECIFICATIONS: Item 1: The Fizeau phase measurement
interferometer for NGST testing at the XRCF must have the following
specifications: Capable of phase shifting measurement with piston
motion of an external reference surface. The reference surface is moved
by a piezoelectric transducer (PZT). The interferometer with a
transmission sphere must fit inside a pressure vessel having internal
dimensions of 29" long x 12" high x 15" wide. Clear aperture of 50 mm
to provide twice the lateral resolution of a 100 mm aperture system.
Phase measurement resolution better than l/256. Calibrated accuracy
better than l/100 p-v. Phase measurements with repeatability of better
than l/10,000 rms and l/400 p-v. Hand held remote control for pupil
focus, 4x zoom magnification, laser source intensity level, and
align/view mode switch. Provide two sets of remote control cables and
wiring diagram for wiring feedthru. Provide two sets of cables and
wiring diagrams for all data and power cables between the
interferometer and PC. Data acquisition time to be much less than 0.5
seconds. Frequency stabilized HeNe Laser source operating at 0.6328
micron, which improves the phase measurement over long path length. The
laser should have variable attenuation to enable fringe contrast of
high reflective surfaces without an attenuation filter. Dual CCDs, one
for align, and another (384x256 pixels) for viewing and measurement to
provide direct imaging of fringes without rotating diffuser. Auto
calibration of the PZT transducer motion and auto correction for PZT
and detector response non-linearity for phase measurements. The
analysis software shall include an extensive variety of "Fiducial"
options for aligning phase maps. The maps can then be rotated, scaled,
and translated to allow for addition, subtraction, and averaging. The
analysis software shall include the calculation of wavefronts in terms
of Seidel and Zernike aberration coefficients. The software can display
wavefronts afterremoval of Seidel coefficients. The Zernike
coefficients are calculated up to 36 terms. The Zernike coefficients
can be displayed along with graphic plots to determine proper alignment
of the optical system. The analysis software shall include geometrical
ray and diffraction analysis including geometric spot diagram,
encircled energy, zonal slope diagram, point spread function,
modulation transfer function, and encircled energy. DOS or windows like
operating system. PC Pentium II operating at 333MHz or faster. Minimum
64 MB memory, 4 GB hard drive, CD ROM, 3.5" floppy drive, Zip drive,
17" SVGA monitor, and Windows 95. Item 1: MiniFiz 50P PhaseMeasurement
Interferometer. Item 2: 50 mm transmission sphere f/7.6, l/10 p-v or
better. Item 3: Attenuation coating for transmission sphere, f/7.6.
Item 4: Electronic Shuttered Camera, 8 exposure times 41001-200
1/60;1/125;1/250;1/500;1/1000;1/2000;1/4000;1/10,000 sec. Item 5: FAST!
V/AI software 11000-100. Shipped with user manual, installed with
training at NASA Marshall Space Flight Center. The provisions and
clauses in the RFQ are those in effect through FAC 97-06. This
procurement is a total small business set-aside. See Note 1. The SIC
code and the small business size standard for this procurement are 3825
and 500, respectively. The quoter shall state in their quotation their
size status for this procurement. All qualified responsible business
sources may submit a quotation which shall be considered by the agency.
Delivery to MSFC is required within 15 days ARO. Delivery shall be FOB
Destination. The DPAS rating for this procurement is DO-C9. Quotations
for the items(s) described above may be mailed or faxed to the
identified point of contact, by the date/time specified and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company

Quoters shall provide the information required by FAR 52.212-1. Addenda
to FAR 52.212-1 are as follows: If the end product(s) quoted is other
than domestic end product(s) as defined in the clause entitled "Buy
American Act -- Supplies," the quoter shall so state and shall list the
country of origin. The Representations and Certifications required by
FAR 52.2l2-3 may be obtained via the internet at URL:

award will be made (on an aggregate basis)to the lowest priced,
technically acceptable quoter. Technical acceptability will be
determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets
