Guard, Maintenance and Logistics Command Atlantic (MLCA) has a
requirement to provide hazardous waste management training in
accordance with RCRA, OSHA and HMTUSA to Coast Guard Personnel
throughout the Atlantic Area. Instructor shall teach (5) five, 28-hour
initial sessions and (9) nine, 12 hour refresher sessions. Contractor
will be responsible for developing a manual and providing course
material. The required training will be in accordance with the
Performance Work Statement and the RFQ. The place of performance will
be as follows: Five 28 hour Environmental Compliance Workshops will be
conducted at the Coast Guard Reserve Training Center, Yorktown; and
nine, 12 hour Environmental Compliance Workshops will be conducted at
various locations throughout the Atlantic Area. The (5) five 28-hour
sessions shall begin at 8:00 a.m. and conclude at 5:00 p.m. everyday,
except the last day, sessions will conclude at 12:00 p.m. The (9)
12-hour sessions shall begin at 8:00 a.m. and conclude at 5:00 p.m. on
the first day. On the second day, sessions shall begin at 8:00 a.m.
and conclude at 12:00 p.m. The various training schedule dates for the
five workshops will begin December 1-4, 1998 and the last date is
August 17-20, 1999 as denoted in the Performance Work Statement. Award
will be made under Simplified Acquisition Procedures pursuant to FAR
Subpart 13.5 -- Test Program for Certain Commercial Items, utilizing
FAR Parts 12 and 13 procedures. The applicable SIC Code is 8099 with $5
million or less average annual receipts for small businesses within the
last three fiscal years. The Request for Quotation will be issued on or
