Williams, Glen.M.Williams@lerc.nasa.gov. NASA/LeRC is hereby soliciting
information for potential sources for research on an improved Hall
Thruster to develop a Hall thruster propulsion system that has
increased performance, reduced mass, reduced complexity, and reduced
recurring cost over state-of-the-art ion thruster propulsion systems
for aggressive space science missions. A R&T program to establish
feasibility shall be carried out followed by development and validation
of engineering model hardware. NASA plans to establish a two phase
research and development effort in the area of Hall thruster system
development. The first phase shall consist of an R&T effort to
demonstrate the critical technologies required for successful system
development. The second phase shall be an option dependant upon
Contractor progress and the availability of funds and shall consist of
the development, fabrication and testing of an engineering model
system. Phase I shall be Firm Fixed price not to exceed 6 months, Phase
II shall be Cost Sharing. The total programs duration is expected to be
less than thirty-six months. No solicitation exists; therefore, do not
request a copy of the solicitation. If a solicitation is released it
will be synopsized in the CBD and on the NASA Acquisition Internet
Service. It is the potential offerors responsibility to monitor these
cites for the release of any solicitation or synopsis. Interested
offerors/vendors having the required specialized capabilities to meet
the above requirement should submit a capability statement of at least
1 page indicating the ability to perform all aspects of the effort

and planning purposes and is not to be construed as a commitment by the
Government nor will the Government pay for information solicited.
Respondents will not benotified of the results of the evaluation.
Respondents deemed fully qualified will be considered in any resultant
solicitation for the requirement. The Government reserves the right to
consider a small business or 8(a) set-aside based on responses hereto.
