Division Lakehurst is seeking sources and/or information on a virtual
imaging system for approach and landing (VISUAL). The VISUAL is
envisioned to be an electro-optical tracking and imaging unit along
with a New Landing Signal Officer (LSO) workstation that will provide
the ship's company and approaching pilots enhanced images of the
aircraft and ship, respectively, in low visibility and night
conditions. The VISUAL will develop and integrate emerging technologies
and data networks synergistically in order to provide critical recovery
information to the Landing Signal Officer (LSO) and other decision
makers and to upgrade appropriate system components currently utilized
in Integrated Launch and Recovery Television Surveillance (ILARTS) and
the LSO's workstation. The Visual will provide a means of tracking and
identifying approaching aircraft independent of the current shipboard
approach radar. The VISUAL will provide a two-way communication link
with the aircraft and ship so that critical information may be
exchanged during the approach. The VISUAL will be applicable to CV/CVN
and LHA/LHD class ships. The Center's cognizant technical/engineering
representative will release a draft Statement of Work, performance
specifications, and other specific information relating to VISUAL to
all interested parties that have received clearance for export
controlled data and material. Interested sources without a clearance
must contact our Security Administrator, Ms. Linda Hayes, (phone number
732-323-1032) to seek a clearance for receipt of information. The
Center will provide the salient information to all interested parties
electronically, and will attempt to post the data to the NAWCAD
Lakehurst's website. This data is scheduled to be available for release
on or about 30 November 1998. Notwithstanding security restrictions on
posting information on the Internet, interested parties are requested
to provide either the company's internet address or E-mail address or
both. A briefing of interested industry sources will be conducted on
or about 10 December 1998 at the Center, with specific location and
time yet to be determined. Comments and or questions are due to be
delivered at NAWCAD Lakehurst by 30 January 1999. This announcement is
a follow-on to prior VISUAL briefings conducted in FY 98 and FY 97.
THIS IS NOT A REQUEST FOR PROPOSAL AND NO SOLICITATION IS AVAILABLE.
The Government shall not pay for any information requested in response
to this RFI nor will the Government compensate any respondent for any
cost incurred in developing information provided to the Government.
