Simulation, Training and Instrumentation Command (STRICOM), has a
requirement for the Aviation Combined Arms Tactical Trainer -- Aviation
Reconfigurable Manned Simulator (AVCATT-A) . The AVCATT-A system will
be a group of fully interactive networked manned simulators. The
AVCATT-A system will permit various aviation units to conduct
collective task training on a real-time, computerized battlefield in a
combined arms scenario. Other required elements that are present on
the modern, high intensity battlefield, such as the combat support and
combat service support elements are an integral part of the simulation
database. The AVCATT-A system will be interoperable and closely aligned
with the operational capability of the Close Combat Tactical Trainer
(CCTT). The AVCATT-A system and CCTT will be capable of interacting and
participating in the same Synthetic Environment (SE CORE). This will be
a competitive procurement, solicited under Federal Acquisition
Regulation (FAR) Part 15, based on full and open competition. The
Government intends to select an offeror whose proposal offers the best
value to the Government, cost and other factors considered. All
evaluation factors that will affect contract award, and their relative
importance, will be clearly stated in the solicitation. The Government
contemplates award utilizing a cost plus award fee type arrangement for
the research and development portion of the contract and a fixed price
type arrangement for both production and life cycle support portions
of the contract. The Standard Industrial Classification (SIC) Code for
this acquisition is 3699 and the associated size standard is 750
employees. Draft technical requirements and sections of the request for
proposal will be posted to the internet via the STRICOM Home Page at
http://www.stricom.army.mil/ under the Acquisition bar located on the
left hand side of the Home Page. It is anticipated that the draft
technical documents will be posted to the Home Page starting the week
of 9 November 1998. Potential offerors are encouraged to make comments
concerning these documents to the Point of Contact. Additionally, a
draft of the entire RFP may be issued, via the Home Page, at some point
prior to the final, official release. The Government intends to provide
information updates on this program via electronic means only. This
