Standards and Technology (NIST) has a requirement for administrative
support services for implementing and administering the Malcolm
Baldrige National Quality Award (MBNQA) as set forth in Public Law
100-107 and The Malcolm Baldrige National Quality Improvement Act of
1987. The Award promotes: (1) understanding of the requirements for
performance and competitiveness improvement; and (2) sharing of
information on successful performance strategies and the benefits
derived from using these strategies. Awards are made annually to
recognize U. S. organizations for performance excellence and quality
achievements. Awards may be given in each of the eligibility category:
(1) Manufacturing, (2) Service, (3) Small Business, (4) Education, and
(5) Healthcare. The services required to assist NIST will include: (1)
MBNQA Process Management Support, (2) Typesetting, Printing, and
Distribution of MBNQA Documents, (3) MBNQA Evaluation Process. Overall
work will be divided into tasks and deliverables specified for each
task order. In accordance with Public Law 100-107, Sec. 16 (d) (2) (A),
in order to qualify for a contractual agreement to carry out the
requirements, organizations must be broad-based NONPROFIT entities
which are leaders in the field of quality management and which have a
history of service to society. The anticipated contract will be a cost
reimbursement task order type. Oral proposals will be solicited. All
qualified NONPROFIT sources may submit a proposal, which shall be
considered by the agency. All requests for this solicitation shall be
in writing to the above address. This is a full and open competition
amongst NONPROFIT entities. The Standard Industrial Classification Code
is 8741 with the small business size limit of $5 million per year. See
