Institute of Standards and Technology (NIST), has a requirement for a
one year membership in an organization, comprised of several catalyst
companies, which provides resources designed to benefit research and
development professionals serving in the allied chemical industries. It
is the intent of the Government to negotiate with the Catalytic
Advances Program (CAP), in accordance with FAR 13.106-1 (b), as the
only source reasonably available to satisfy the needs of this agency.
Members of the Catalytic Advances Program choose topics to be
researched, which result in a minimum of four reports received annually
by each member. The reports explore different areas of catalysis and
are authored by the foremost authorities in each subject. The CAP
program uniquely qualified as the only established source with the past
performance record for producing multiple peer-reviewed multi-client
reports targeted to provide timely industrial technical advice to
impact technical project and program planning decisions in catalysis
and biocatalysis. CAP provides its members with state-of-the-art
information in the biocatalysis areas. The Government intends to issue
a firm fixed price purchase order. Interested persons may identify
their interest and capability to respond to the requirement. This
notice of intent is not a request for competitive quotations. However,
the government will consider all quotations received by the response
date of 11/16/98. A determination by the Government not to compete this
proposed acquisition, based upon responses to this notice is solely
within the discretion of the Government. Information received will be
considered solely for the purpose of determining whether to conduct a
competitive procurement. No solicitation package is available. Posted
